Organizational Context
The Department of Nuclear Sciences and Applications (NA) at the IAEA focuses on utilizing nuclear techniques for development and environmental protection. Within this department, the Research Contracts Administration Section (NACA) manages coordinated research activities (CRAs). NACA oversees all aspects of CRAs, including programmatic and financial planning, implementation of contracts and agreements, and the administration of the Agency's Collaborating Centres Scheme.
Job Purpose
The Research Contracts Officer, under the supervision of the Section Head, is responsible for monitoring and analyzing the financial performance, budget utilization, and forecasting of Coordinated Research Activities (CRAs). This role ensures adherence to policies and procedures for all contractual arrangements within CRAs, providing essential advice, liaison, and support from project planning through completion. The officer also drives business process improvements, supports the enhancement of CRA-related IT systems and reporting tools, and contributes to modernizing and automating programme management and financial monitoring processes. Additionally, the role involves preparing documentation for Committees for Coordinated Research Activities and managing the Agency's Collaborating Centres Scheme.
Responsibilities
The Research Contracts Officer contributes to the comprehensive management and administration of research, technical, and doctoral contracts, research agreements, and Coordinated Research Projects (CRPs), with a focus on complex cases. Key duties include preparing working papers for Committees for Coordinated Research Activities (CCRAs), maintaining accurate CRP records, and guiding Project Officers on procedures. The role involves coordinating the review and approval of research proposals and reports, ensuring compliance with policies and financial regulations. Financial analysis of CRAs is crucial, ensuring adherence to Agency Financial Rules and Regulations, and liaising with the Division of Budget and Finance. The officer also produces analytical and statistical reports, collaborates with IT on CRA applications and reporting systems, and liaises with internal stakeholders, institutions, and Member States regarding CRAs and the Collaborating Centres Scheme. Acting as Executive Secretary to CCRAs may also be required.
Work Experience
A minimum of five years of experience is required, preferably in programme development and financial management within an international setting. Experience in analyzing and interpreting financial and operational data, preparing reports, and managing system enhancements or process automation initiatives is also essential.
Skills
Proficiency in Planning and Organizing, Communication, Achieving Results, Client Orientation, Commitment to continuous process improvement, and Judgement/decision making. Expertise in Information Technology, specifically Database Management for data retrieval and analysis, and Project Management are also required.
