Safeguards Information Analyst (Open Source)
Organizational Context
The Department of Safeguards functions as the IAEA's global nuclear inspectorate, dedicated to preventing the proliferation of nuclear weapons. It plays a crucial role in developing and implementing safeguards to ensure that declared nuclear material remains for peaceful purposes and that no undeclared nuclear activities exist within a State.
Job Purpose
The Safeguards Information Analyst is integral to the IAEA's nuclear verification mission. This role involves conducting comprehensive analyses using all available safeguards-relevant information sources within the Department. The insights derived from these analyses are critical components of the annual State evaluation reports, contributing directly to the assessment of nuclear non-proliferation efforts and the overall effectiveness of the safeguards system.
Responsibilities
Key duties include collecting, analyzing, and reporting on information for designated States, scrutinizing scientific, technical, and nuclear trade-related sources. The analyst will provide expert analysis through detailed reports, evaluating diverse information including accounting data, declarations, open-source intelligence, and satellite imagery. Responsibilities also encompass developing strategies for open-source intelligence and knowledge management, identifying and assessing new information sources, and contributing to State Evaluation Reports. Furthermore, the role involves assisting inspectors with field activity planning, presenting findings, developing analytical methodologies, and leading training initiatives for staff in information collection and analysis.
Work Experience
A minimum of seven years of experience is required in nuclear non-proliferation, safeguards information collection and analysis, or nuclear fuel cycle research. A strong background in multi-source analysis and experience with globalization-related proliferation risks are essential.
Skills
Expertise in developing new analytical methodologies, advanced knowledge of open-source information identification, collection, and analysis, including search strategies, source evaluation, and analytical software. Proficiency in proliferation and network analysis, and advanced expertise in safeguards systems and verification processes.
