Organizational Context
The Department of Safeguards functions as the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. It develops and implements safeguards to ensure nuclear material is used peacefully and no undeclared activities exist. The Office of Information and Communication Systems (SGIS) within the department provides essential ICT services, including project management, to support the Safeguards mandate.
Job Purpose
The IT Project Manager is responsible for ensuring the Department of Safeguards' priorities are met through effective IT project delivery. This role involves managing one or more IT projects concurrently, ensuring they are completed within defined time, budget, and benefit parameters. The IT Project Manager will also advise senior management on the strategic implications of technology projects for the core business of IAEA Safeguards. The position requires translating business needs into IT capabilities, managing project teams, and providing expert advice on business processes, risk management, organizational change, and system implementation.
Responsibilities
Develop comprehensive project plans adhering to relevant policies, standards, and best practices like PRINCE2, incorporating risk, quality, budget, and schedule controls. Oversee the implementation of new or enhanced IT systems. Lead agile software development teams, guiding members throughout the Software Development Lifecycle (SDLC). Act as a product manager for safeguards IT products, fostering collaboration with clients, vendors, end-users, and internal SGIS teams. Work with departmental colleagues to implement information, project, and portfolio management standards. Support the management of the IT project and product portfolio through data analysis and visualization.
Work Experience
A minimum of five years of experience as an IT project manager within an information systems context, including client-facing responsibilities. Experience leading software delivery teams using agile methodologies like SCRUM is essential. Experience with client requirement validation techniques and tools is also required.
Skills
Expertise in Business System Analysis, Project Management (PMP, PRINCE2), Quality Management, Release Management, and Software Analysis. Proficiency in agile methodologies (SCRUM). Strong communication, client orientation, results achievement, and continuous process improvement skills.
