Consultant - Emergency Response
Organizational Context
The Department of Nuclear Safety and Security (NS) leads the IAEA's nuclear safety and security programme, protecting people and the environment from radiation and supporting Member States. The Incident and Emergency Centre (IEC) within NS is the IAEA's central point for preparedness and response to nuclear and radiological incidents and emergencies, enhancing Member States' response capabilities.
Job Purpose
This consultancy aims to provide crucial technical expertise for the IAEA's response to global nuclear and radiological events, ensuring compliance with international conventions on early notification and assistance. The role involves preparing, implementing, and evaluating emergency exercises (ConvEx), developing associated documentation, and delivering training. The consultant will contribute technical input to the IEC's programmatic activities, supporting the implementation of international response arrangements and the provision of emergency assistance under the Assistance Convention, thereby strengthening the global nuclear safety and security framework.
Responsibilities
The consultant will offer expert advice on the IEC's operational functions during nuclear and radiological incidents and emergencies. Responsibilities include evaluating feedback from responses and exercises to identify improvement areas for international response arrangements. The role entails preparing and conducting emergency response exercises, including developing documentation and providing training. Additionally, the consultant will contribute technical expertise to the IEC, participate in relevant meetings, workshops, and exercises, and assist in preparing reports and designing methodologies for collecting Member State feedback on recommendations.
Work Experience
A minimum of five years of experience in nuclear or radiological emergency preparedness is required, with a specific focus on planning and executing emergency exercises. Experience in data and information analysis and reporting, as well as analytical writing skills, are also necessary.
