Organizational Context
The Department of Nuclear Safety and Security (NS) leads the IAEA's efforts in nuclear safety and security, protecting people and the environment. The Division of Nuclear Security (NSNS) implements the Agency's nuclear security programme to safeguard against and respond to nuclear terrorism. Within NSNS, the Information Management Section supports the international nuclear security framework through data analysis and management, while the Needs Assessment Unit focuses on identifying and planning nuclear security assistance activities for Member States.
Job Purpose
Reporting to the Needs Assessment Unit Head, the Programme Officer is responsible for managing Integrated Nuclear Security Sustainability Plans (INSSPs) for a designated portfolio of countries. This role involves developing and overseeing nuclear security projects based on Member States' identified needs, ensuring effective planning, execution, and monitoring. The position contributes to strengthening national nuclear security infrastructures by coordinating support activities and facilitating the delivery of assistance, aligning with the IAEA's mandate to enhance global nuclear security.
Responsibilities
The Programme Officer will engage with national and international authorities to advance the INSSP framework. Responsibilities include supporting the assessment and interpretation of nuclear security information to guide INSSP development and identify technical gaps. The role serves as a focal point for coordinating all INSSP-related activities for assigned states. This involves planning, designing, implementing, and monitoring support activities in collaboration with Member States and internal technical officers. The officer will manage national, regional, and international nuclear security projects, from initiation to closure, ensuring alignment with identified needs and quality standards. Monitoring project progress, reporting achievements, identifying lessons learned, and organizing relevant events are also key duties. The role includes preparing reports, briefing notes, and outreach materials.
Work Experience
A minimum of five years of project management experience is required, encompassing results-based project planning, execution, monitoring, and reporting. Experience in coordinating multi-stakeholder activities, preferably internationally, and proven experience in partnership and capacity building are essential. Experience in nuclear-related fields, particularly nuclear security, is an asset.
Skills
Excellent oral and written communication skills. Strong client orientation and commitment to continuous process improvement. Demonstrated ability in judgement and decision-making. Expertise in partnership development and project management, including results-based management principles and capacity building.
