Safeguards Training Officer (NDA)
Organizational Context
The Department of Safeguards functions as the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. It develops and implements safeguards to ensure nuclear material is used for peaceful purposes and that no undeclared nuclear activities exist. This role is within the Safeguards Staff Training Team.
Job Purpose
The Safeguards Training Officer is responsible for managing, planning, developing, implementing, and evaluating training courses to address identified individual and departmental needs. This includes formal courses, workshops, and on-the-job training, covering both technical skills and staff development. The role ensures training is technically credible, aligned with safeguards requirements and procedures, and incorporates current trends in safeguards approaches, verification techniques, and equipment. The officer evaluates training effectiveness and contributes to the overall professional development of safeguards personnel.
Responsibilities
The Safeguards Training Officer designs, develops, implements, and evaluates safeguards training courses. This involves applying the Systematic Approach to Training, including needs analysis, course design, material development, training delivery, and effectiveness evaluation. The officer regularly reviews and updates courses to meet participant needs and learning styles. Responsibilities also include providing training-related information for Member State Support Programmes (MSSPs), acting as a Task Officer for MSSP tasks, coordinating and contributing to safeguards reference documents, and collaborating with technical experts on training projects. The role may involve working with radioactive materials, requiring medical clearance and adherence to radiation safety regulations.
Work Experience
A minimum of seven years of combined research, industrial, and nuclear safeguards experience is required, including experience in training implementation and presentation. Experience in training design is considered an asset.
Skills
Proficiency in communication, achieving results, client orientation, judgement/decision making, and knowledge sharing. Demonstrated ability in training implementation, including presentation and facilitation. Experience in partnership development and negotiation is desirable. Knowledge of safeguards inspection and verification techniques is also beneficial.
