Assistant Secretary
Organizational Context
The Secretariat of the Policy-Making Organs provides essential support for the planning and execution of business and meetings. Its mandate is to enable the General Conference and Board of Governors to effectively fulfill their statutory responsibilities and other functions, ensuring the efficient conduct of all meetings.
Job Purpose
The Assistant Secretary supports the Director of the Secretariat of the Policy-Making Organs (SEC-PMO) in ensuring the smooth operation of the Policy-Making Organs, their Committees, and Working Groups. This role involves maintaining continuous communication with the Secretariat and Member State delegations to facilitate effective information exchange. Key functions include conducting research, preparing preliminary drafts of documents and correspondence, and revising them to finalization, thereby contributing to the efficient functioning of the IAEA's governing bodies.
Responsibilities
The role involves engaging with Member States to understand their requirements and developing optimal communication strategies between IAEA stakeholders and Member States. Responsibilities include coordinating the preparation and issuance of agendas for Board and Committee meetings, studying relevant resolutions and decisions, and liaising with all IAEA Departments. The Assistant Secretary will forecast agenda items, prepare annotated provisional agendas, and maintain communication with delegations to gather views and clarify Secretariat positions, while being mindful of political sensitivities. Additionally, the role supports consultations with the Chair of the Board of Governors, conducts research on past practices and official records, and develops guidelines. It also involves coordinating geographical rotation listings for elections, preparing background papers and procedural scenarios, representing the Director when needed, and preparing annual compilations of decisions and resolutions. The Assistant Secretary will also organize the Speakers' List for the General Conference and assist Diplomatic Missions with inquiries regarding the functioning of the Policy-Making Organs.
Work Experience
A minimum of seven years of progressively responsible professional experience is required, preferably in diplomacy, multilateral negotiations, and external relations within a multilateral setting.
Skills
Proficiency in planning and organizing work, clear and concise communication, achieving results, client orientation, sound judgment and decision-making, and partnership building are essential. Excellent oral and written English is required, with knowledge of other official IAEA languages being an asset.
