Organizational Context
The Department of Safeguards operates as the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. It develops and implements safeguards to ensure no diversion of nuclear material and no undeclared activities. This role is within the Support Programme Coordination Team, contributing to the Department's strategic planning and resource mobilization efforts.
Job Purpose
The Technical Programme Coordination Officer is responsible for managing the preparation of the Department's biennial development and implementation support (D&IS) project plans, ensuring alignment with the Strategic Plan and communicating departmental needs to Member State Support Programmes (MSSPs). This role provides crucial advice and guidance to managers on implementing these project plans using MSSP resources. Additionally, the officer coordinates the preparation of comprehensive reports detailing the progress and outcomes of the D&IS plans, facilitating effective oversight and decision-making within the Department of Safeguards.
Responsibilities
Coordinate the preparation and reporting of the Department’s biennial D&IS project plans, ensuring quality and alignment with strategic frameworks. Conduct technical reviews of MSSP task proposals, assessing their soundness, feasibility, and cost-effectiveness, and provide recommendations to senior management. Analyze task status reports and documentation for review meetings, identifying key issues and risks. Consolidate reports on the application and results of MSSP tasks for stakeholders. Ensure coherence between Resource Mobilization Priorities and the D&IS Programme. Support the Section Head in preparing for departmental review committees. Oversee and manage the Support Programme Information and Communication System (SPRICS) for effective programme planning, monitoring, and reporting.
Work Experience
Requires at least five years of professional experience in nuclear safeguards, project management, or the nuclear fuel cycle. Experience in coordinating programme or project planning, implementation monitoring, reporting, and stakeholder engagement is essential.
Skills
Proficiency in communication, achieving results, client orientation, commitment to continuous process improvement, and sound judgment/decision-making. Expertise in programme and project management techniques, and knowledge of technical fields relevant to nuclear verification are required. Familiarity with quality management is also noted.
