Consultant - Cancer Control in Public Health Systems of LMICs
Organizational Context
The Department of Technical Cooperation (TC) oversees the IAEA's technical cooperation programme, including the Division of the Programme of Action for Cancer Therapy (PACT). PACT assists Member States in expanding cancer care capacity by integrating radiotherapy into comprehensive cancer control programmes. This role sits within the PACT Cancer Control Review and Planning Section, contributing to the IAEA's global efforts in cancer control.
Job Purpose
This consultancy focuses on producing deliverables for the planning and implementation of PACT activities, particularly within the framework of the IAEA's partnership with St. Jude Children's Research Hospital. The work supports improving access to quality radiation medicine services and strengthening evidence-based planning for national childhood cancer programmes in Member States, especially low- and middle-income countries (LMICs). The consultant's efforts will contribute to the sustainability of diagnostic imaging and radiotherapy services as integral components of comprehensive cancer care for children.
Responsibilities
The consultant will produce background analyses and reports on the cancer control situation in LMICs, utilizing existing or new data. Responsibilities include preparing documentation for expert and stakeholder meetings on comprehensive cancer control in LMICs. The role involves contributing to working groups, reports, and country missions related to childhood cancer initiatives, in collaboration with St. Jude Children's Research Hospital. Additionally, the consultant will develop documentation, data management tools, and presentations on national cancer control planning, including resource materials for various stakeholders. Analysis and reporting on country progress in cancer control planning, particularly for countries receiving IAEA support, and updates on health systems relevant to cancer control in LMICs are also key duties.
Work Experience
A minimum of five years of progressive experience in programme development and management, preferably in an international setting with a health focus, is required. Experience in developing professional service offerings, programme design, implementation, monitoring, and evaluation is highly desirable. Experience with data management tools and methodologies for public health institutions, as well as programme management in NCDs, cancer control, or child health, is also beneficial.
Skills
Excellent oral and written English communication skills, with a proven record of report writing or publications. A strong understanding of the context and development needs in LMICs, particularly in the health and cancer sectors. Experience in developing data management tools and methodologies for public health institutions.
