Organizational Context
The Department of Management’s Division of General Services provides essential support functions to the IAEA, including site operations, technical services, and facilities management. Within this division, the Seibersdorf Laboratories Services Section manages site security through the Seibersdorf Protective Force, ensuring around-the-clock protection for the facility and its personnel.
Job Purpose
The Security Coordination Officer (Operations) plays a crucial role in leading operational security responsibilities at IAEA headquarters and its offices worldwide, reporting to the Central Security Coordinator. This position supports the implementation of advanced operational practices in travel security, incident response, and crisis management. The officer is responsible for developing and executing the Agency's crisis management plan, supervising the Associate Security Coordination Officer (Field Travel), and ensuring compliance with the UN Security Management System for travel activities. Collaboration with UNDSS partners and internal departments is key to delivering effective security services.
Responsibilities
This role involves leading the implementation of headquarters and travel security operations, including minimum operating security standards, crisis management, emergency response, and security investigations, with a focus on supporting nuclear verification activities. The officer will supervise the Associate Security Coordination Officer (Field Travel) and manage crisis/incident planning, maintaining local guidelines, procedures, and training for the IAEA's global network. Responsibilities also include overseeing an effective incident reporting system for early warning alerts and security advisories to senior management and UN entities. The officer will respond to security threats, coordinate security arrangements for special events, and provide expert guidance to junior staff, acting as a delegate for the Central Security Coordinator when necessary.
Work Experience
A minimum of five years of progressively responsible experience in operational security and/or security management is required. This includes at least three years of experience within the UN Security Management System, with field experience being essential. Previous command or supervisory experience in military or law enforcement is considered a strong asset.
Skills
Key skills include planning and organizing, clear and concise communication, achieving results, analytical thinking, client orientation, and sound judgment/decision-making. Expertise in Physical Protection, Security Management, and Security Risk Management within the UN Security Management System is also required.
