Organizational Context
The Department of Safeguards functions as the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. This department plays a crucial role in developing and implementing safeguards to ensure nuclear material is not diverted for peaceful purposes and to detect any undeclared nuclear activities within states.
Job Purpose
The Safeguards Technology Expert (Open Source) is responsible for collecting, analyzing, and reporting on information pertinent to the nuclear fuel cycle, including sensitive science and technology. This role aims to enhance the IAEA's understanding of nuclear proliferation risks, encompassing both indigenous research and development and technology transfer. A key aspect of this position involves contributing to the development and implementation of the Collaborative Analysis Platform (CAP), a critical tool for the department's analytical functions and verification activities.
Responsibilities
The role involves creating analytical products to bolster the effective implementation of IAEA safeguards verification activities. This includes conducting in-depth analysis of open-source information and technical publications to address specific questions. The expert will collaborate with department staff, discussing issues raised during field activities or data analysis, and utilizing information analysis tools to find answers. Responsibilities also include reviewing analytical reports from colleagues, contributing to information collection and analysis efforts, and presenting advanced analysis, such as Palantir investigations, to staff and management. Participation in departmental initiatives related to Palantir and the Collaborative Analysis Platform (CAP) is expected, along with developing analytical workflows and products for the Department of Safeguards.
Work Experience
A minimum of five years of relevant experience is required. This experience should be in the civilian or military nuclear industry, safeguards, non-proliferation, or a related field. Demonstrable experience in information analysis is essential for this role.
Skills
Proficiency in information analysis methodologies and approaches, including information collection, application of analytical software tools, and production of analytical reports. Familiarity with open-source information collection and analysis techniques and tools is essential. Experience with Palantir is a distinct advantage. Knowledge of the nuclear fuel cycle and nuclear facilities is required, along with an understanding of international nuclear safeguards.
