Organizational Context
The Office of Legal Affairs (OLA) provides comprehensive legal services to the IAEA's Director General, Secretariat, and Member States. The Nuclear and Treaty Law Section within OLA offers specialized legal advice and support concerning nuclear safety, security, liability, energy, applications, and technical cooperation. This section also manages the IAEA Legislative Assistance Programme and depositary functions, advising and training Member States on legal instruments and national legislation for the peaceful, safe, and secure use of nuclear technology.
Job Purpose
This consultancy role involves providing specialized legal expertise in international and national nuclear law, covering legislative, regulatory, and contractual aspects essential for the safe, secure, and peaceful utilization of nuclear technology. The consultant will support the Nuclear and Treaty Law Section by potentially participating in IAEA missions, reviewing legislation, and contributing to awareness-raising activities. This includes delivering lectures, case studies, and practical exercises to impart legal knowledge and skills. The position is open to qualified consultants available for short-term or temporary assignments, contributing to the IAEA's mandate through expert legal analysis and advisory services.
Responsibilities
The consultant will provide expert legal advice on international and national nuclear law, focusing on legislative, regulatory, and contractual frameworks pertinent to the safe, secure, and peaceful uses of nuclear technology. This includes drafting and reviewing national legislation related to nuclear safety, security, radiation protection, waste management, and liability. The role may involve participation in IAEA missions, workshops, and training courses, where the consultant will deliver lectures and case studies. Additionally, the consultant will advise on legal aspects of nuclear power programmes and projects, covering areas such as environmental protection, occupational health, intellectual property, and financial legislation, as well as commercial and contractual arrangements for nuclear projects.
Work Experience
A minimum of ten years of relevant professional experience is required. This experience should include several years working at the international level or advising governmental officials on nuclear-related matters. Proven ability to prepare legal drafts and advise diverse stakeholders, including governmental bodies, is essential.
Skills
Expertise in international legal instruments related to nuclear safety, security, and civil liability. Proficiency in legal frameworks for the safe, secure, and peaceful uses of nuclear technology. Experience in drafting and reviewing nuclear legislation. Ability to advise on nuclear power programmes and projects. Excellent command of written and spoken English. Knowledge of another UN official language is an asset.
