Senior Safeguards Analyst (State Declarations)
Organizational Context
The Department of Safeguards functions as the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. It develops and implements safeguards to ensure nuclear material is not diverted from peaceful uses and that no undeclared nuclear activities exist within a State. This role is situated within the Declared Information Analysis Section.
Job Purpose
The Senior Safeguards Analyst (State Declarations) is responsible for ensuring the effective and efficient reception, processing, and analysis of nuclear material accounting and Additional Protocol information submitted by States. Leveraging extensive knowledge of the nuclear fuel cycle and accounting principles, the analyst provides expert evaluation of this information, following up on any identified issues or inconsistencies. This role also involves leading analytical projects to continuously enhance existing processes and methodologies, contributing significantly to the overall safeguards mission.
Responsibilities
Provide expert technical advice on the analysis of nuclear material accounting reports and Additional Protocol declarations. Contribute to policy development, set priorities, and establish procedures, while overseeing work plan preparation for country and project teams. Lead and participate in teams to develop innovative solutions and methodologies for improving analytical processes. Conduct in-depth analysis of nuclear activities in assigned States, disseminating findings and analytical results to relevant Divisions. Play a crucial role in State evaluations by analyzing reports and declarations, correlating data from various sources to identify issues, inconsistencies, and potential non-proliferation concerns. Support capacity building for State representatives on accounting and reporting practices, declaration preparation, and issue resolution through training and advisory expertise.
Work Experience
A minimum of 10 years of relevant experience is required, including at least five years in information collection, processing, and analysis, particularly with complex databases. Experience in leading teams and producing high-quality analytical reports, along with familiarity with handling sensitive information and IT systems for data evaluation, is essential.
Skills
Expertise in nuclear material accounting and analysis of State-declared information. Knowledge of the nuclear fuel cycle and non-proliferation indicators. Ability to perform in-depth analysis, correlate data, and prepare evaluations. Strong communication, planning, organizing, and decision-making skills. Resilience under pressure and technical/scientific credibility are essential.
