Response Officer
Organizational Context
The Department of Nuclear Safety and Security (NS) leads the IAEA's efforts in nuclear safety and security, protecting people and the environment from radiation. The Incident and Emergency Centre (IEC), within NS, acts as the IAEA's central point for preparedness and response to nuclear and radiological incidents and emergencies, supporting Member States' readiness.
Job Purpose
The Response Officer is responsible for developing, maintaining, and enhancing operational arrangements within the Incident and Emergency Centre (IEC). This includes supporting the creation of training materials, preparing and evaluating internal and Member State exercises, and managing the administration of the IAEA's Incident and Emergency System's on-call roster. A key aspect of the role involves managing and improving the communication, information technology, and management tools essential for the system. The officer also actively participates as a responder within the Incident and Emergency System during actual events.
Responsibilities
Key responsibilities include enhancing internal and external information management for the incident and emergency system. The role involves developing functional requirements for software solutions, planning their implementation, and creating user instructions for emergency response applications. The officer will develop emergency exercise scenarios, including master event lists and data injects, and contribute to exercise evaluations. Maintaining and improving Business Continuity Arrangements for the Incident and Emergency System is crucial, as is increasing the efficiency of the on-call system administration processes.
Work Experience
Requires five years of experience in emergency preparedness and response, with a focus on maintaining an emergency operations room. Experience in documenting emergency response arrangements, developing checklists, and maintaining custom software solutions for emergency systems is essential. Experience with low-code platforms and at nuclear power plants is advantageous.
Skills
Proficiency in communication, achieving results, and commitment to continuous process improvement. Skills in judgement/decision-making and knowledge sharing are important. Expertise is required in emergency response exercise planning, nuclear physics relevant to emergencies, response operations, and system evaluation, maintenance, improvement, and implementation. Asset skills include information management and technology within emergency preparedness.
