Information and Computer Security Officer (Technical Lead)
Organizational Context
The Department of Nuclear Safety and Security (NS) leads the IAEA's nuclear safety and security initiatives, protecting people and the environment while supporting Member States. Within this, the Division of Nuclear Security (NSNS) implements the Agency's nuclear security programme. The Information Management Section (INMA) specifically manages information systems and data crucial for strengthening the international nuclear security framework.
Job Purpose
The Information and Computer Security Officer (Technical Lead) will coordinate and implement vital information and computer security activities within the IAEA's nuclear security programme. This role is instrumental in addressing Member States' needs identified through Integrated Nuclear Security Sustainability Plans, assessment missions, and IPPAS missions. Furthermore, the incumbent will develop and execute the Division's internal information and IT security measures, ensuring alignment with and support of the IAEA's overarching information and IT security strategy, thereby enhancing the security posture of nuclear facilities and materials.
Responsibilities
The role involves leading the information and computer security team, providing technical input, and spearheading the development of the programme of activities, including support for Member States' efforts within Integrated Nuclear Security Sustainability Plans. This includes developing guidance within the IAEA Nuclear Security Series and offering expert support to establish effective information and computer security regimes in Member States. Capacity building through training, workshops, and seminars is a key function. The officer will also lead the design and delivery of specific activities for Member States, represent the IAEA internationally, and conduct assessment missions. Additionally, the position serves as the Divisional Information Security Officer, responsible for developing and coordinating the Division's IT security programme.
Work Experience
A minimum of seven years of relevant professional experience is required, with a focus on technical leadership in computer security within the nuclear field. Experience working at nuclear facilities and in international nuclear security activities is highly desirable.
Skills
Expertise in Nuclear Security, specifically Cyber Security for Nuclear Facilities, with extensive knowledge of IAEA Nuclear Security Series guidance. Proficiency in Information Security, including information classification and security requirements for classified information. In-depth knowledge of National Nuclear Security Regimes and the application of digital control systems. Demonstrated project management and training implementation skills.
