Organizational Context
The Department of Nuclear Safety and Security (NS) leads the IAEA's efforts in nuclear safety and security, protecting people and the environment. Within this, the Division of Nuclear Security (NSNS) implements the Agency's nuclear security programme. The Information Management Section (INMA) is crucial for collecting, analyzing, and managing nuclear security information, supporting international frameworks and Member States' needs.
Job Purpose
The Nuclear Security Information Management Officer (Technical Lead) is responsible for coordinating and implementing activities that enhance the Division of Nuclear Security's capacity to integrate, manage, analyze, and report on nuclear security-related information. This role is vital for developing and executing cross-Divisional initiatives and providing essential support to Member States within the Nuclear Security Programme. Key areas of focus include the Incident and Trafficking Database (ITDB), the Nuclear Security Information Management System (NUSIMS), the Nuclear Security Information Portal (NUSEC), and the Programme Cycle Management Framework (PCMF+).
Responsibilities
The role involves coordinating and providing technical input to the nuclear security information management team, identifying priorities, and developing work plans to support Member States' nuclear security regimes. The officer will provide technical leadership and innovative solutions for information technology systems like ITDB, NUSIMS, NUSEC, and PCMF+, focusing on data collection, analysis, reporting, and confidentiality. Responsibilities include establishing frameworks for information governance, ensuring data integrity and security of sensitive information, developing training materials, and delivering training on information integration solutions. Project coordination and management of complex initiatives involving international experts and inter-agency collaboration are also key duties, alongside staying updated on industry trends and recommending process improvements.
Work Experience
A minimum of seven years of professional experience is required, including technical leadership in information management, handling sensitive or security-related information, and operating information platforms and analytical tools. Two years of related experience in nuclear security and experience in designing and implementing nuclear security-focused IT solutions are also necessary.
Skills
Expertise in information management and analysis, including retrieval, preparation, and management of technical and non-technical nuclear security information. Proficiency in information technology, specifically information security and software engineering, with a strong foundation in user requirements and information integration tools for nuclear security. Knowledge of national nuclear security regimes is essential.
