Senior Inspector
Organizational Context
The Department of Safeguards functions as the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. Its primary role involves developing and implementing safeguards to ensure nuclear material is not diverted for peaceful purposes and that no undeclared nuclear activities exist within a State.
Job Purpose
As a key member of the Section's management team, the Senior Inspector is responsible for ensuring the effective and efficient execution of safeguards activities in compliance with international agreements. This role involves providing essential administrative and technical support, along with necessary human, financial, and equipment resources, to enable staff to perform their duties. The Senior Inspector also contributes to the Division's quality management program, driving continuous technical and administrative process improvements to enhance overall operational effectiveness and achieve the Department's mandate.
Responsibilities
The Senior Inspector's duties encompass a wide range of nuclear safeguards issues, requiring deep knowledge of the nuclear fuel cycle, technologies, policies, and administrative procedures. Key responsibilities include developing and updating facility and site safeguards approaches, planning inspection activities, and reviewing proposals for verification. The role involves preparing annual implementation plans for States, monitoring their execution, and participating in inspections and verifications. Additionally, the Senior Inspector supervises human resources within a matrix management structure, organizes negotiation meetings, and represents the Section/Division in departmental forums. They also identify training needs, provide technical advice on resource planning, assess budget requirements, and lead initiatives to adapt policies and procedures. The Senior Inspector ensures the effective implementation and evaluation of safeguards activities, facilitates change management, and contributes to key reports like the Safeguards Implementation Report.
Work Experience
A minimum of 10 years of combined relevant experience in the nuclear field is required, including experience in leading teams and managing resources. Extensive experience in non-proliferation, planning and conducting inspections, and developing safeguards approaches is essential.
