Organizational Context

The Office of Legal Affairs (OLA) provides high-standard legal services to the Director General, Secretariat, IAEA organs, and Member States, supporting the implementation of the Agency's activities. The Nuclear and Treaty Law Section within OLA offers specialized legal advice on nuclear safety, security, liability, energy, applications, and technical cooperation. It also manages the IAEA's depositary function and the Legislative Assistance Programme, advising Member States on legal frameworks for nuclear technology.

Job Purpose

This role contributes specialized expertise in nuclear law, focusing on nuclear safety, security, and liability, under the guidance of the Section Head. The incumbent will prepare legal instruments, texts, and related documentation, providing advice on their interpretation and implementation. A key aspect of the role involves advising on national nuclear legislation and supporting the IAEA's Legislative Assistance Programme. The position is integral to the Nuclear and Treaty Law Section's mission of providing comprehensive legal support for the IAEA's nuclear-related activities and Member State engagement.

Responsibilities

The Legal Officer will implement the Section's projects concerning nuclear safety, security, and liability, and other related areas. This includes providing legal expertise to the Secretariat for its activities and for meetings of Member States on nuclear safety, security, and liability instruments. The role involves developing guidance materials, analytical studies, and recommendations for the interpretation and implementation of relevant instruments. The incumbent will represent OLA at IAEA missions and events, delivering legal advice and lectures to promote adherence to international instruments. Furthermore, the position contributes to the IAEA Legislative Assistance Programme by advising Member States on their national nuclear legislation, and performs other duties as assigned by the Section Head.

Work Experience

A minimum of seven years of relevant experience is required, including at least five years at the international level, particularly within the UN System. Proven experience in preparing legal drafts is essential.

Skills

Excellent written and spoken English is essential. Knowledge of another official IAEA language is an asset. Key competencies include communication, achieving results, analytical thinking, judgement/decision making, technical/scientific credibility, and expertise in Agency's Statute, Rules of Procedures, Regulations, Practices and Precedents, International Law, Legal Drafts, and Policy Development.
