Emergency Communications Officer
Organizational Context
The Department of Nuclear Safety and Security (NS) leads the IAEA's nuclear safety and security program, protecting people and the environment from radiation and supporting Member States. Within NS, the Incident and Emergency Centre (IEC) is the central point for responding to nuclear and radiological incidents and emergencies, enhancing global preparedness.
Job Purpose
The Emergency Communications Officer coordinates all communication efforts for nuclear and radiological emergency preparedness and response. This role ensures timely, clear, consistent, and scientifically accurate information exchange. The officer develops and implements the NS IEC Division's communication strategy, aligning it with broader IAEA frameworks and working closely with the Office of Public Information and Communication (OPIC). Key responsibilities include leading the development of IAEA guidance on public communication during emergencies and planning capacity-building activities. During an actual emergency, the officer plays an active role in management, preparing background information and drafting public messages.
Responsibilities
The role involves contributing to and coordinating the development of communication strategies for nuclear or radiological incidents, ensuring alignment with IAEA standards. This includes creating communication materials and tools for internal and external stakeholders. The officer will support OPIC's media activities, drafting press lines and briefings. A significant duty is managing the development of technical content for public information within IAEA safety standards and guidelines. The position also coordinates activities for the International Nuclear and Radiological Event Scale (INES), including developing guidelines and training. Expert advice and guidance will be provided to Member States on public information aspects of emergency preparedness. The role includes contributing to IAEA reports and participating in the Incident and Emergency System (IES) when activated.
Work Experience
A minimum of 7 years of experience is required in nuclear or radiological emergency communication, or in a nuclear science field with a strong communication focus. Experience in coordinating emergency communication activities, analyzing communication needs in international environments, and developing/implementing related projects is essential. Familiarity with international emergency communication programs is also necessary.
Skills
Expertise in developing communication strategies and materials for nuclear/radiological emergencies; crisis communication planning; public communication guidelines; media interaction; project management; and providing technical advice to Member States. Proficiency in English is essential, with knowledge of other IAEA languages being an asset.
