Organizational Context
The Department of Safeguards is the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. It develops and implements safeguards to ensure nuclear material is not diverted for peaceful purposes and that no undeclared activities exist. This role sits within the Office of Safeguards Analytical Services, supporting these critical global efforts.
Job Purpose
The Team Leader (Quality Management) is responsible for leading and managing a team to ensure the effective operation of the Office's quality management system, including maintaining ISO 9001 certification. This involves overseeing the development and implementation of quality assurance programs for analyses conducted by the Safeguards Analytical Laboratory (SAL), encompassing the Nuclear Material Laboratory (NML) and Environmental Sample Laboratory (ESL), as well as the IAEA Network of Analytical Laboratories for Safeguards (NWAL). The role also drives continuous improvement in Laboratory Information Management Systems (LIMS) and IT infrastructure to support operations and timely reporting of quality-assessed results.
Responsibilities
Lead and manage the Quality Management Team, ensuring timely and effective service delivery through efficient workflow planning and coordination. Guide the development and implementation of the Office of Safeguards Analytical Services' quality management system, including maintaining ISO 9001 certification. Supervise the establishment of internal quality assurance and control measures for the Safeguards Analytical Laboratories. Design and assess quality assurance measures, such as laboratory intercomparisons, for the NWAL, and coordinate related IAEA and Member State Support Programme tasks. Report on the quality of safeguards sample analyses and recommend optimal laboratory utilization. Manage IT projects for LIMS development and laboratory IT infrastructure maintenance, actively contributing to departmental quality management initiatives for continuous improvement.
Work Experience
A minimum of seven years of experience in technical project and quality management within a national or international organization, preferably in the nuclear field, is required. Experience in designing, maintaining, or auditing laboratory quality management systems (e.g., ISO 9001, ISO 17025) and managing/mentoring staff is essential.
