Emergency Preparedness Officer (Standards)
Organizational Context
The Department of Nuclear Safety and Security (NS) leads the IAEA's efforts to protect people and the environment from radiation exposure, responding to Member States' needs in nuclear safety and security. Within NS, the Incident and Emergency Centre (IEC) acts as the IAEA's central point for preparedness and response to nuclear and radiological incidents and emergencies, strengthening global response capabilities.
Job Purpose
This role supports the Incident and Emergency Centre (IEC) in developing crucial Safety Standards, technical guidance, and tools to enhance Member States' emergency preparedness and response (EPR) capabilities for radiological or nuclear incidents. The incumbent will contribute to building and maintaining the IAEA's response capacity. Key functions include advising on EPR arrangements, designing and implementing capacity-building initiatives, fostering partnerships, and participating in peer review missions to assess national EPR frameworks against IAEA standards, thereby strengthening global nuclear safety and security.
Responsibilities
Develop and refine IAEA Safety Standards, technical guidance, and tools to support Member States in establishing and continuously improving robust emergency preparedness and response (EPR) arrangements. Create comprehensive training materials and pedagogical tools to effectively implement these standards and guidance, ensuring consistency and the application of state-of-the-art techniques in training delivery. Design and conduct training activities to equip Member States with effective preparedness and response capabilities for nuclear or radiological incidents and emergencies, utilizing advanced educational methodologies.
Work Experience
A minimum of seven years of relevant professional experience is required. This should include experience in preparedness and response to nuclear or radiological incidents and emergencies, or in radiation protection. Specific experience in developing Safety Standards, technical guidelines, and tools for EPR, as well as implementing capacity-building activities at national and international levels, is highly desirable.
Skills
Expertise in Emergency Preparedness and Response, including Emergency Planning. Proven knowledge of radiation protection and health physics in the context of emergency exposure situations. Strong communication, results-achieving, teamwork, planning, and organizational skills. Commitment to continuous process improvement, sound judgment, and effective knowledge sharing.
