Operations Specialist
Organizational Context
The Food and Agriculture Organization (FAO) Representation in Angola aims to assist the government in developing policies, programs, and projects to achieve food security, reduce hunger and malnutrition, and promote sustainable agricultural, fisheries, and forestry sectors. The Operations Specialist will support FRANG's capacity for program/project budget planning, delivery monitoring, and donor financial reporting, ensuring effective and compliant implementation of FAO Angola's project portfolio under the overall supervision of the FAO Representative.
Job Purpose
The Operations Specialist will provide essential operational support for FAO projects and activities in Angola. This role is crucial for ensuring that all project operations are conducted in strict compliance with established FAO rules, procedures, and donor regulations. The position contributes directly to the efficient and effective management of FAO's project portfolio within the country, facilitating the achievement of program objectives and maintaining high standards of financial and administrative oversight throughout the project lifecycle.
Responsibilities
The role involves comprehensive support across the programme and project cycle, including contributing to development, implementation, and evaluation. Key duties include conducting programme budget planning and monitoring, reviewing project documents, identifying issues, and proposing corrective actions. The specialist will coordinate project completion and closure activities, support the planning and implementation of specific program activities in line with FAO and donor regulations, and assist in validating the FAO Annual Operational Plan. Contributions to funding mobilization and the preparation of strategic documents are also expected. Furthermore, the role encompasses detailed budget and financial reporting, including planning financial transactions, monitoring project financial statements, managing commitments and advances, and preparing financial reports for donors. Guidance on budget codes and review of travel authorizations are also part of the responsibilities. Additionally, the specialist will prepare HR budgetary planning, collate HR plan information, provide HR budget statements, and support delivery and stock management, including supplier assessment.
Work Experience
A minimum of three years of experience is required in operations and budget monitoring. Experience within FAO, another UN agency, or an international development organization is preferred. This experience should demonstrate a strong understanding of project financial management and operational support within a complex organizational framework.
Skills
The ideal candidate will possess strong skills in Results Focus, Teamwork, and Communication. Additionally, the ability to build effective relationships and engage in Knowledge Sharing and Continuous Improvement are essential competencies for this role. Proficiency in English and Portuguese is also a key requirement.
