Organizational Context
The FAO Office in Jakarta manages the Monitoring and Enhancement of Remote Sensing for National Forest Inventory (MERANTI) project, a three-year initiative funded by Norway. MERANTI is Indonesia's National Forest Inventory (NFI) program, employing advanced land-monitoring techniques to enhance the accuracy, availability, transparency, and timeliness of forest and tree resource data. This project aims to bolster Indonesia's capability in producing high-quality forest information, supporting strategic planning, climate change mitigation, climate finance access, and international commitments.
Job Purpose
The Specialist will provide essential technical and operational support for the development, enhancement, testing, maintenance, and implementation of web-based information systems and dashboards. These systems are crucial for supporting NFI 2.0, IHM, SI-INTAN, Arena, and related forest monitoring initiatives. Working under the guidance of designated FAO technical staff, the incumbent will focus on developing priority modules based on established technical requirements and specifications, with the objective of delivering functional products within the assignment period.
Responsibilities
Dashboard Development: Assist in creating and improving dashboard modules for NFI 2.0 and IHM data, analytical outputs, and forest monitoring information. Enhance dashboard layout, navigation, usability, and responsiveness according to user requirements, ensuring usability across desktop and mobile devices. Implement interactive maps, charts, tables, filters, and reports to effectively present analytical results. Optimize application and dashboard performance for specified data volumes and user needs, implementing performance measures like caching and query optimization. Support application development and testing across development, staging, and production environments. Enhancement of Analytical Information Products: Implement dashboard functionalities to display analytical outputs from NFI 2.0 and IHM data. Develop visualization modules for forest potential and inventory information products. Optimize data retrieval and display functions to minimize server load. Visualize forest potential modeling results as approved by technical teams. Improve reporting and dissemination through web-based products, ensuring displayed analytical outputs are based on approved data and methodologies. System Integration: Assist in implementing application-level integration for priority interfaces as agreed by IPSDH and FAO. Collaborate with System and Server Administrators on deployment and infrastructure compatibility. Implement application security controls, including role-based user management and access permissions. Develop and implement secure APIs and data interfaces for secure data exchange between approved systems. Conduct functional testing, debugging, and user acceptance testing, addressing security findings. Implement agreed authentication, authorization, encryption, and secure communication mechanisms. Documentation, Maintenance, and Capacity Building: Prepare and maintain technical documentation, user manuals, and API documentation. Provide technical support for bug fixing and performance optimization. Refine dashboard functionalities based on user feedback and UAT. Facilitate technical knowledge transfer to IPSDH/designated staff on dashboard administration and application management.
Work Experience
Requires at least five years of professional experience in web application development and dashboard system development. Experience with database design, development, and administration using systems like MySQL or PostgreSQL is essential. Familiarity with web application security, version control systems (e.g., Git), and modern software development methodologies is required. Experience in developing interactive data visualizations and web-based GIS applications is advantageous.
Skills
Proficiency in back-end development using PHP, Python, or equivalent languages and frameworks. Proven experience in database design, development, and administration (MySQL, PostgreSQL). Knowledge of web application security, version control (Git), and modern development methodologies. Experience developing interactive data visualizations (D3.js, Chart.js) and web-based GIS applications (Leaflet, OpenLayers) is advantageous. Familiarity with Indonesia's forest inventory and monitoring systems, including SI-INTAN, NFI, IHM, Arena, or Collect, is highly desirable. Strong analytical and problem-solving skills, with excellent written and verbal communication in Bahasa Indonesia and English. Ability to work effectively in multidisciplinary teams and communicate technical concepts to non-technical stakeholders.
