Organizational Context

The Food and Agriculture Organization of the United Nations (FAO) has established a Project Office in Ukraine to enhance technical and humanitarian assistance to vulnerable rural communities. Since joining FAO in 2003, Ukraine has benefited from the Organization's focus on emergency humanitarian response and agricultural development. Following the 2022 conflict, FAO has intensified its support for agricultural production and food systems to safeguard food security for households and communities across the nation. This full-time position is based in Kharkiv.

Job Purpose

The Facilitator will ensure precise data collection, verification, and coordination of assistance distribution for beneficiaries in Mykolaiv, Kharkiv, and Kherson regions. This role involves close collaboration with local authorities, service providers, community leaders, and FAO teams. The Facilitator will support program implementation, specifically Phase 3 (Assistance to Rural Households affected by Remnants of War) and Phase 1 (Prioritization of focal areas). Key responsibilities include identifying war-affected rural communities and assessing damage to agricultural home production in coordination with regional authorities.

Responsibilities

The Facilitator will undertake data collection and beneficiary verification, including preparing KOBO registration forms, identifying local focal points, and training them on data collection tools. This involves conducting joint household identification with local authorities in prioritized settlements and overseeing field operations to ensure accurate and timely registration. The role includes verifying and maintaining beneficiary records in Kobo, ensuring data completeness and consistency for cash and voucher transfers. Stakeholder engagement is crucial, involving organizing meetings to inform beneficiaries about program details and maintaining liaison with partners. The Facilitator will oversee distribution events, ensuring fairness and compliance, and conduct post-distribution monitoring. Reporting on irregularities, challenges, and providing regular updates to supervisors is essential. The position also involves promoting FAO's Accountability to Affected Population principles, implementing PSEA standards, and reporting ethical concerns. Administrative and logistical support, including database maintenance and coordinating arrangements for trainings and missions, are also part of the responsibilities.

Work Experience

A minimum of one year of relevant experience in partnerships, facilitation, and training activities is necessary. Experience with KOBO Toolbox or similar data collection software is an asset.

Skills

The role requires strong results focus, teamwork, and communication skills. Building effective relationships, knowledge sharing, and continuous improvement are important. Proficiency in interactive facilitation techniques and experience with diverse groups are beneficial. Knowledge of the international peace and/or human rights sector and prior experience with UN agencies or similar international organizations are desirable.
