Organizational Context

The Food and Agriculture Organization (FAO) Sub-regional Office for Southern Africa (FAOSFS), supported by the EU and SADC Secretariat, is implementing key components of the SADC Regional Agricultural Policy (RAP). This initiative aims to enhance agricultural production, sustainability, and competitiveness for informed decision-making, and to improve market access through pest and disease control strategies. The overarching goal is to foster sustainable agricultural growth, socio-economic development, and food security across the SADC region, promoting safe and competitive trade in agro-food commodities.

Job Purpose

The National Project Support Specialist will be responsible for the overall coordination, implementation, monitoring, and reporting of project activities under the SADC Regional Agricultural Policy (RAP) intervention in Mauritius. This role involves ensuring alignment with the objectives of FAO, the EU, and the SADC Secretariat. Key technical focus areas include results-based project management, monitoring and evaluation, donor compliance, effective stakeholder engagement and partnership coordination at both national and regional levels, and contributing to sustainable agricultural development, regional integration, and market competitiveness.

Responsibilities

Coordinate the comprehensive planning, execution, monitoring, and reporting of project activities, adhering to the SADC Regional Agricultural Policy (RAP) objectives and the requirements of FAO, the EU, and the SADC Secretariat. Act as the primary liaison among national stakeholders, implementing partners, regional institutions, and donors, fostering effective coordination and communication. Lead the development and implementation of annual and quarterly workplans, ensuring timely delivery within budget and donor specifications. Oversee administrative, logistical, procurement, and operational processes, diligently monitoring project progress, identifying potential risks, and implementing timely corrective actions. Prepare detailed technical and progress reports, ensuring compliance with donor and national standards, supporting monitoring and evaluation efforts, and actively promoting sustainability, regional cooperation, market access, and agricultural competitiveness within the SADC region.

Work Experience

A minimum of 5 years of relevant professional experience is required, specifically in areas such as agricultural development projects, project coordination, monitoring and evaluation, and stakeholder engagement. Experience in these fields is crucial for successful performance in this role.

Skills

Essential skills include strong project planning, implementation, monitoring, and reporting capabilities. Proficiency in results-based management (RBM) and monitoring and evaluation systems is important. The ability to organize workshops, training sessions, and stakeholder consultations, along with excellent analytical and report-writing skills, is required. Candidates must demonstrate strong organizational and coordination abilities, with the capacity to work independently. Familiarity with agricultural policies in Mauritius and the Southern African region is beneficial. Fluency in English and French (Level C) is mandatory.
