Technical Specialist (Concept Note Development)
Organizational Context
FAO's country program in Egypt, guided by the Country Program Framework 2023-2027, aligns with national priorities including Vision 2030, agricultural development, water resources, climate change, food and nutrition, and antimicrobial resistance. Supported by international donors, FAO Egypt implements projects in land and water enhancement, agriculture, animal health, climate adaptation, agrifood value chains, food security, and support for smallholder farmers. An anticipated project pipeline focuses on climate adaptation, natural resources, biodiversity, and risk reduction. FAO Egypt also plays a strategic role in national coordination mechanisms as a technical lead for food systems and agriculture, collaborating with various line ministries.
Job Purpose
The Technical Specialist (Concept Note Development) will provide specialized expertise to support the creation of concept notes for critical programmatic areas. This role is essential for ensuring that all developed concept notes adhere to established standards and meet specific requirements. The specialist will play a key part in shaping the initial proposals for FAO's programmatic initiatives, ensuring they are well-defined, aligned with strategic objectives, and positioned for successful resource mobilization and implementation within the Egyptian context.
Responsibilities
Formulate and draft high-quality concept notes for priority programmatic areas, ensuring strict alignment with FAO's strategic frameworks, donor requirements, and national priorities. Integrate cross-cutting issues such as gender, climate change, safeguards, nutrition, and youth into concept notes, adhering to both FAO and donor guidelines. Provide essential technical support to the FAO country office regarding concept note structure, formulation, and resource mobilization strategies. This includes offering guidance on developing robust results frameworks, defining the theory of change, and ensuring alignment with national development plans and FAO's strategic objectives. The specialist will also perform any other related duties as assigned to support the program's objectives.
Work Experience
A minimum of 5 years of relevant professional experience is required, with a specific focus on concept note development. This experience should demonstrate a strong understanding of project formulation and proposal writing within development contexts. Experience in aligning project proposals with national strategies and donor requirements is essential.
