Organizational Context
The Food and Agriculture Organization (FAO) is providing technical assistance to the Government of Sindh for the Sindh Water and Agriculture Transformation (SWAT) Project. This support aims to deliver specialized, demand-driven technical expertise to facilitate the project's effective implementation. The assistance encompasses water policy and institutional reforms, irrigation modernization, agricultural incentives and investments, climate-smart agriculture, flood emergency response, project management, monitoring, evaluation, reporting, coordination, and knowledge sharing. FAO also facilitates coordination among implementing institutions, the World Bank, and other partners, seeking synergies with its own programs in Sindh.
Job Purpose
The incumbent will be responsible for the effective delivery of the FAO Technical Assistance Contract for the SWAT Project. This involves ensuring all technical deliverables, activities, consultants, and project resources are meticulously planned, coordinated, monitored, and executed to a high standard within agreed timelines. The role requires providing comprehensive project management and senior technical oversight across the water, irrigation, and agriculture components of the technical assistance. A key aspect is ensuring coherence among different technical assistance streams and alignment with the SWAT Project's priorities and implementation needs.
Responsibilities
Lead and coordinate the implementation of FAO's Technical Assistance under the SWAT Project, ensuring timely delivery of activities, outputs, and results. Provide overall project management, including work planning, budgeting support, implementation monitoring, risk management, and activity coordination. Offer senior technical oversight in water resources management, irrigation modernization, water policy and institutional reforms, agriculture investments, climate-smart agriculture, and flood emergency response. Coordinate and supervise national and international consultants, ensuring quality and timely delivery according to Terms of Reference. Review and assure the quality of technical studies, reports, and other project outputs. Maintain close coordination with government departments, the World Bank, and other stakeholders for effective project implementation. Oversee monitoring and evaluation, preparing progress reports and project documentation. Support the planning of technical meetings, workshops, and field missions. Provide technical and coordination support for policy-level engagements. Facilitate linkages and synergies between SWAT and FAO programs, including knowledge sharing and lessons learned documentation. Support capacity development of government counterparts and promote technical knowledge transfer. Identify and recommend solutions for implementation challenges and risks. Ensure compliance with FAO procedures, contractual requirements, and reporting obligations.
Work Experience
Minimum of 12 years of relevant experience in water conservation, agriculture productivity, and irrigation rehabilitation and modernization projects. Working knowledge of English.
