Compliance Specialist
Organizational Context
FAO Afghanistan focuses on resilience-building actions across all 34 provinces, aiming to protect agricultural livelihoods and ecosystems. The organization supports local food production and income generation, while safeguarding development gains through market revitalization. FAO provides humanitarian and non-humanitarian assistance to farmers and herders in agriculture, livestock, irrigation, and natural resources, aligning with the 2024 Humanitarian Needs and Response Plan and the UN Strategic Framework for Afghanistan.
Job Purpose
The Compliance Specialist will strengthen FAO Afghanistan's Complaints and Feedback Mechanism by advising on the establishment of a fully functional, centralized Call Center in Kabul. This center will proactively and reactively address concerns from beneficiaries and stakeholders regarding FAO's activities throughout Afghanistan. The role is crucial for ensuring accountability and effective communication with all parties involved in FAO's programs and projects across the country.
Responsibilities
The Compliance Specialist will coordinate the preparation and monitoring of corporate internal tools, including risk logs and fraud prevention plans. They will advise the FAO Representative on strategies to enhance controls and mitigate risks, ensuring compliance with FAO's operational rules and policies. Responsibilities include supporting compliance with partner fiduciary requirements, overseeing the Call Centre and PSEA protocols, and liaising with various departments to identify risks and develop SOPs. The role involves reporting to the Office of Inspector General and donors, managing audit action plans, and advising on PSEA and Accountability to Affected People measures. Additionally, the specialist will lead due diligence reviews of implementing partners, contribute to local capacity building for risk mitigation, and participate in relevant UN working groups and compliance networks.
Work Experience
A minimum of five years of relevant professional experience in public or private sectors is required. This experience should encompass programming, planning, technical cooperation, evaluation, audit, compliance, and control functions, particularly in disaster-prone or emergency-risk countries.
Skills
Essential skills include excellent experience in designing databases for Complaints Feedback Mechanisms, strong communication, writing, and presentation abilities in English, and proficiency in MS Office, analytical tools, Excel, and MS Access. The candidate must be a strong team player, capable of working under minimal supervision, with excellent time management and prioritization skills. Demonstrated ability to plan, advise on monitoring, implement analytical methodologies, and build partnerships with diverse agencies and stakeholders is crucial. Knowledge of a second FAO language is an asset.
