Organizational Context

The Food and Agriculture Organization of the United Nations (FAO) supports the transformation to efficient, inclusive, resilient, and sustainable agrifood systems to improve production, nutrition, the environment, and livelihoods. FAO's commitment to environmental sustainability is integral to its strategic objectives. The Office of Strategy, Programme and Budget (OSP) advises the Director-General on strategic and policy matters, leads results-based management, and coordinates strategic, programme, and budget plans. This position is based at FAO headquarters in Rome, Italy.

Job Purpose

The Programme Associate (OSP) plays a lead role in coordinating support for users of OSP-managed systems, including the Field Programme Management Information System (FPMIS), Enterprise Risk Management (ERM) Module, and Internal Controls Reporting tool. The incumbent provides essential training and procedural guidance to managers and staff, ensuring effective utilization of these systems. This role is crucial for the smooth and efficient operation of OSP's managed systems and directly contributes to the Division's mandate by facilitating system and process support services.

Responsibilities

Provide Help Desk support for OSP-managed systems and related processes, including FPMIS, ERM Module, and Internal Controls Reporting tool, managing access rights. Prepare and deliver training on OSP-managed systems and processes. Participate in testing new system functionalities. Develop user guides and procedural documentation. Extract, review data, and draft reports, presentations, and graphics from OSP systems. Maintain and update intranet content and handbook pages for accuracy and accessibility. Review current processes and recommend improvements for systems, operations, and administrative procedures. Perform other duties as required to support the Division's mandate and ensure efficient system operations.

Work Experience

Five years of experience in administrative, financial, planning, programming, or budgeting activities for both Regular Programme and projects. Experience with system user support and familiarity with Enterprise Risk Management principles and the Internal Control Framework are beneficial.

Skills

Ability to effectively use standard office software (MS Office, Teams, Copilot) and project management software. Familiarity with FAO corporate financial systems and applications. Knowledge of communication and documentation management standards, administrative procedures, and organizational structure. Competencies include Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing.
