Organizational Context
The Food and Agriculture Organization of the United Nations (FAO) is a specialized agency supporting 194 Member Nations globally. FAO Malawi, operational since 1986, assists the government in aligning national development aspirations with priority activities. The Organization's Country Programming Framework focuses on agriculture transformation, sustainable natural resources, and enhanced resilience. This role primarily contributes to the resilience priority area, specifically through the "Strengthening Pandemic Prevention, Preparedness and Response through the One Health Approach in Malawi (SP3ROHAM)" project.
Job Purpose
The Programme Officer (Animal Health) is responsible for coordinating the formulation and implementation of livestock and animal health initiatives within Malawi, with a specific focus on FAO's contribution to the Pandemic Fund project. This role provides essential technical support for the animal health and livestock development portfolio, aids in resource mobilization, and contributes to policy development through research and analysis. The incumbent will prepare various reports, support meetings, and engage in outreach activities, ensuring alignment with national priorities and FAO procedures. The position aims to strengthen national systems for preventing, detecting, and responding to epidemic and pandemic threats.
Responsibilities
Leads and supervises the implementation of animal health and livestock development projects, including FAO's component of the Pandemic Fund project in Malawi. Provides guidance and support to project personnel and partners on activities related to surveillance, laboratory systems, and capacity development. Develops and oversees project work plans, ensuring timely delivery in compliance with FAO procedures and national priorities. Coordinates with government counterparts, implementing entities, and delivery partners for effective project implementation, monitoring, and reporting. Monitors project budgets and resources, ensuring compliance with organizational and donor requirements. Supports the design and delivery of training and capacity development activities, promoting knowledge sharing. Contributes to One Health initiatives and fosters collaboration among stakeholders. Prepares technical, operational, and progress reports, and supports communication and engagement activities. Organizes and participates in missions, workshops, and meetings related to programme implementation. Provides technical advice on transboundary animal diseases, zoonoses, and antimicrobial resistance within FAO Malawi's broader portfolio.
Work Experience
Requires at least five years of relevant experience in managing and implementing animal disease control programmes, preferably in developing countries. Experience in leading teams and establishing partnerships is also necessary for effective project execution and stakeholder engagement.
Skills
Proficiency in English (Level C) and intermediate knowledge (Level B) of another FAO official language (Arabic, Chinese, French, Russian, or Spanish) are required. Desirable experience includes working in multiple locations or field positions, technical cooperation activities, policy advice and analysis related to food security and agriculture, and experience with intergovernmental bodies and multidisciplinary teams.
