The Food and Agriculture Organization (FAO) Country Office in Kyrgyzstan assists the government in developing policies, programs, and projects to achieve food security, reduce hunger and malnutrition, and promote sustainable agricultural, fisheries, and forestry sectors. FAO Kyrgyzstan actively participates in implementing field projects focused on food security, agriculture, and rural development, aligning with the broader framework of sustainable food and agriculture. The office is currently implementing the GCF-funded project “Carbon Sequestration through Climate Investment in Forests and Rangelands (CS-FOR)” to increase carbon sequestration and promote a low-carbon, climate-resilient economy.
Job Purpose
The National Project Coordinator will be responsible for the day-to-day management and effective coordination of the "Carbon Sequestration through Climate Investment in Forests and Rangelands (CS-FOR)" project. This role involves ensuring project activities align with work plans, budgets, and monitoring frameworks, facilitating communication among stakeholders, and overseeing financial and logistical aspects. The coordinator will also guide national and international consultants, prepare reports, and ensure compliance with donor requirements, contributing to the project's objective of increasing carbon sequestration and fostering climate resilience in Kyrgyzstan.
Responsibilities
Supervise and coordinate project activities to ensure alignment with work plans, budgets, and monitoring frameworks. Manage the project's day-to-day operations, ensuring adequate information flow and effective communication among partners and stakeholders. Oversee logistics for project workshops and events. Develop and review Terms of Reference for project personnel and service contracts in consultation with technical advisors. Guide the work of national and international consultants and subcontractors, ensuring compliance with work plans and ToRs. Maintain regular contact with the FAO Country Office and Operational Partners, reporting on project status and implementation strategy. Monitor project expenditures, commitments, and budget balances, supporting budget revisions and financial reporting. Prepare annual project work plans and budgets, and review HR, finance, and procurement documents. Provide technical and project management guidance, including capacity building for Operational Partners. Conduct supervision and oversight missions, reporting on project progress to relevant authorities. Liaise with project partners to ensure co-financing contributions are met and report on progress against indicators. Act as Secretary for the National Project Steering Committee, coordinating progress reports and ensuring donor requirements are met. Accompany and coordinate missions to project sites.
Work Experience
A minimum of 5 years of progressively responsible experience in climate change-related projects is required. This experience should involve coordinating complex development programs with multiple stakeholders, consultants, and donors.
Skills
Key competencies include Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing. Strong abilities in organizing and facilitating workshops, working groups, and high-level meetings are essential. Experience collaborating with public institutions and producing high-quality analytical and strategic reports is also required. Knowledge of Russian and Kyrgyz languages is considered an asset.
