Human Resources Specialist
Organizational Context
The Regional Office for Latin America and the Caribbean (RLC) in Santiago, Chile, leads FAO's regional efforts in food security, agriculture, and rural development. It identifies, plans, and implements priority activities, ensuring a multidisciplinary approach. RLC collaborates with Headquarters to develop and oversee strategic responses to regional priorities, advises on the Programme of Work and Budget, and monitors project implementation. The office also fosters regional policy dialogue, builds partnerships, and supports capacity development and resource mobilization for sustainable food systems in the region.
Job Purpose
The Human Resources Specialist is responsible for the comprehensive coordination and execution of administrative tasks pertaining to the hiring of national and international affiliate personnel. This role ensures all hiring processes strictly adhere to FAO's established rules and regulations. The Specialist will manage various aspects of the recruitment lifecycle, from developing terms of reference and advertising vacancies to facilitating selection processes and overseeing contract management. The objective is to efficiently and effectively support the organization's staffing needs for affiliate workforce while maintaining compliance and promoting a positive work environment.
Responsibilities
Support the development and execution of the hiring plan for national and international affiliate workforce. Review and develop Terms of Reference for affiliate positions, ensuring compliance with current standards and regulations. Coordinate the publication of vacancy announcements to attract qualified candidates and manage the entire selection process, including interview coordination and candidate evaluation reporting. Oversee the complete contract cycle for affiliate staff within the Global Resource Management System (GRMS), verifying all necessary documentation. Monitor contract validity and initiate renewal or termination procedures in coordination with supervisors. Provide administrative support for consultant payments and other related tasks. Contribute to fostering a respectful and harmonious work environment and facilitate knowledge exchange and best practices. Assist in the performance evaluation process for consultants by providing logistical and administrative support for report preparation and recording. Maintain strict confidentiality of sensitive information and perform other duties as assigned.
Work Experience
Requires two years of relevant experience in human resources. Experience working in more than one location or field is beneficial. Desirable experience includes working in human resources within the United Nations system, familiarity with corporate policies, rules, and procedures, and experience in process and change management improvements.
Skills
Key competencies include Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing and Continuous Improvement. Essential skills involve extensive experience in recruitment and onboarding processes, strong knowledge of corporate computerized HR systems, administrative procedures, and policies. Familiarity with MS Outlook, Microsoft Teams, MS Excel, and Canva is also required. Experience within the UN system is desirable.
