National Lead Technical Expert
Organizational Context

Job Purpose
This position is integral to the Joint Programme “Unlocking Investments for SDG Acceleration and Agrifood Systems Transformation in Serbia”. The expert will leverage local knowledge and technical expertise in sustainable investments, agriculture, rural development, and territorial coordination. Key responsibilities include developing investment pipelines and facilitating communication and coordination among diverse stakeholders such as government ministries, local authorities, NGOs, farmer associations, International Financial Institutions, and commercial banks to drive the programme's objectives.
Responsibilities
The National Lead Technical Expert will oversee the daily implementation and delivery of project activities, ensuring objectives, milestones, and targets are met. This includes leading and coordinating national consultants, developing and updating project and procurement plans, and drafting terms of reference. The expert will establish communication structures, coordinate with national and local entities like SKGO and the Rural Network, and mobilize public and private stakeholders. Responsibilities also involve organizing inception missions and workshops, facilitating the establishment of Territorial Investment Platforms, conducting diagnostics, and mapping stakeholders. Furthermore, the role entails leading the identification and advancement of investment opportunities, supporting IPARD-aligned initiatives, engaging with financial institutions to secure financing, and driving gender participation benchmarks in coordination with UN Women, while monitoring partner delivery and reporting on project progress.
Work Experience
A minimum of 5 years of relevant experience is required, specifically in managing, leading, or coordinating projects focused on agricultural investments, rural development, territorial development, or agrifood systems transformation. This experience should be complemented by an advanced university degree in a related field. Proficiency in both English and Serbian at a working level (Level C) is also a prerequisite.
