Organizational Context

The Food and Agriculture Organization of the United Nations (FAO) is a specialized agency dedicated to achieving food security for all and ensuring access to quality food for active, healthy lives. Job Purpose

The FAO Representative (FAOR) leads the organization's engagement in Cabo Verde, aligning FAO's efforts with national priorities and the 2030 Agenda for Sustainable Development. The FAOR is responsible for advancing Sustainable Development Goals (SDGs) through the Country Programming Framework (CPF) and FAO's Strategic Framework. This role involves leading FAO's contributions to the UN Sustainable Development Cooperation Frameworks (UNSDCFs), representing FAO to national authorities and stakeholders, and advocating for its policy positions. The FAOR ensures effective representation, collaboration, and resource mobilization to support development and humanitarian initiatives within the country.

Responsibilities

The FAO Representative (FAOR) is accountable for managing the FAO country program, office, resources, and staff, reporting to the Assistant Director-General/Regional Representative. Key responsibilities include representing and advocating for FAO's work with national authorities and partners, leading emergency preparedness and response coordination, and developing and operationalizing the Country Programming Framework (CPF) derived from the UNSDCF. The FAOR also builds partnerships, mobilizes extrabudgetary resources, and oversees effective program implementation and monitoring. This includes managing office operations, personnel, and financial resources efficiently, ensuring compliance with corporate policies, and upholding security and ethical standards. The FAOR promotes staff development and leads initiatives for environmental sustainability.

Work Experience

A minimum of ten years of relevant experience is required in planning, formulation, implementation, monitoring, and evaluation of field programs. Experience in more than one location or area of work, particularly in field positions, is essential. This includes experience in programmatic areas and fostering government relationships, as well as developing and managing country field programs from design to delivery. Experience in coordinating and managing technical cooperation projects and programs, including emergency, recovery, and rehabilitation initiatives, is also crucial.

Skills

Essential skills include extensive experience in developing and managing country field programs from inception to completion, encompassing identification, formulation, analysis, planning, implementation, monitoring, and evaluation. Demonstrated experience in resource mobilization and in negotiating and cooperating with national governments, intergovernmental organizations, and other institutions is vital. The ability to design collaborative networks and joint programs is also important. Proficiency in French and English at a working level (C) is required.
