Survey and Evaluation Specialist

Organizational Context

The International Plant Protection Convention (IPPC) is a global agreement on plant health with 185 contracting parties, aiming to protect cultivated and wild plants by preventing the introduction and spread of pests. Governed by the Commission on Phytosanitary Measures (CPM), the IPPC Secretariat, hosted by FAO, supports CPM policies and activities. A core function is facilitating the Convention's implementation and developing International Standards for Phytosanitary Measures (ISPMs). This role supports the IPPC Observatory and other initiatives.

Job Purpose

The incumbent will provide technical expertise in survey methodology, implementation research, monitoring, and evaluation to support the IPPC Secretariat's activities. This includes contributing to the design, implementation, and refinement of surveys, studies, and data collection methods to generate reliable evidence for assessing IPPC and ISPM implementation. The role ensures that survey instruments and analytical approaches are robust, fit for purpose, and yield actionable insights for technical recommendations and strategic actions. The work directly supports the IPPC Observatory and other key initiatives.

Responsibilities

Provide expert advice on survey methodology, implementation research, and evidence generation across the IPPC Secretariat's work programme. Design and refine surveys, questionnaires, interview guides, and indicators using best practices. Advise technical teams on appropriate survey designs, sampling, and data collection strategies for reliable results. Develop methodologies to maximize participation and data quality while minimizing burden and bias. Design monitoring and evaluation frameworks and indicators for programme implementation and learning. Create guidance documents, protocols, and standard operating procedures for survey implementation and data management. Analyze quantitative and qualitative data to identify trends, gaps, and opportunities. Translate findings into evidence-based technical reports, recommendations, and knowledge products for various audiences. Perform other related duties as required.

Work Experience

At least five years of relevant experience in survey design, implementation research, monitoring and evaluation, data collection, or applied research. This includes experience in developing questionnaires, indicators, or monitoring frameworks. Experience in an international or multicultural context is preferred.

Skills

Demonstrated ability in designing and applying survey methodologies, data collection instruments, and monitoring frameworks for reliable evidence generation. Strong analytical skills for synthesizing quantitative and qualitative information to support decision-making. Experience in developing and implementing surveys and evidence-generation tools, including validation and quality assurance. Ability to translate technical information into clear survey questions and analytical outputs for diverse audiences. Familiarity with online survey platforms, data management tools, and analytical software. Experience translating data findings into technical reports and recommendations. Knowledge of other FAO languages is an asset.
