Gender and Local Community Specialist

Organizational Context

The Food and Agriculture Organization (FAO), in partnership with the Ministry of Marine Affairs and Fisheries, is developing a GEF-funded project. This initiative aims to establish a sustainable model for ecosystem-based use and inclusive governance of inland water fishery resources. The project will support small-scale fishers' livelihoods, enhance food security, and protect biodiversity by restoring degraded freshwater ecosystems and fostering sustainable fishery businesses.

Job Purpose

The role provides essential technical and operational support to the FAO project team. The primary focus is on compiling, organizing, and documenting information pertinent to gender equality, social inclusion, and community livelihoods. This support is crucial for the successful preparation of the GEF Project Preparation Grant (PPG) within the designated inland water fisheries management areas (FMAs). The specialist will ensure that all relevant data and documentation are accurately managed to inform project development.

Responsibilities

The specialist will conduct a gender analysis based on literature reviews and stakeholder consultations, developing a gender strategy and action plan to ensure equitable benefits from project interventions for all social groups. This includes integrating gender considerations into the project's results framework and budget. Responsibilities also encompass compiling baseline information on community livelihoods, consolidating technical inputs for livelihood components, and organizing all project-related documentation for gender and livelihood aspects. Additional tasks include preparing and formatting gender-related documents and providing other assigned technical and operational support.

Work Experience

Requires a Master's or equivalent degree in relevant fields such as Social Sciences, Business Administration, Marketing, Agriculture, or Environmental Economics. A minimum of 5 years of experience in gender and livelihood development, ideally in fisheries, agriculture, or forestry, is essential. Proficiency in English and Bahasa Indonesia at a working level (Level C) is mandatory. Applicants must be Indonesian nationals or residents with the legal right to work in the country.

Skills

Key skills include results focus, teamwork, communication, building effective relationships, and knowledge sharing. Experience in preparing gender action plans, integrating gender into project design, and conducting gender and socioeconomic analyses is vital. Familiarity with FAO and GEF Environmental and Social Safeguards is advantageous. Excellent analytical, report-writing, facilitation, and computer skills, particularly in Microsoft Office, are required. Experience working with diverse stakeholders and supporting internationally funded projects is desirable.
