FAO, in collaboration with the Ministry of Marine Affairs and Fisheries, is preparing a GEF-funded project. This initiative aims to establish a model for ecosystem-based sustainable use and inclusive governance of fishery resources in Inland Waters Fisheries Management Areas. The project will support small-scale fishers' livelihoods, enhance food security, and mitigate biodiversity threats by restoring degraded freshwater ecosystems and developing sustainable small-scale fishery businesses.
Job Purpose
The Stakeholder Engagement and Safeguards Specialist will provide crucial support to the Project Design Expert (PDE). This role involves furnishing essential information regarding stakeholder engagement, environmental and social safeguards documentation, and institutional analysis. The specialist will also contribute to the preparation and writing of reports for field visits, workshops, and other project development activities, ensuring timely completion and accuracy of all project-related documentation.
Responsibilities
Under FAO Project team supervision, the Specialist will provide technical and operational support for organizing and coordinating stakeholder engagement activities at all levels. This includes preparing materials, consolidating input, maintaining documentation, and managing logistics. Responsibilities also encompass mapping and analyzing diverse stakeholders, assessing the policy and institutional landscape, and collecting baseline information. The role involves evaluating stakeholder capacities, identifying social and environmental risks with mitigation strategies, and contributing to the preparation of Environmental and Social Management Plans (ESMPs) and Grievance Redress Mechanisms. The specialist will also plan and organize field visits and facilitate workshops, preparing concise reports.
Work Experience
A minimum of five years of relevant professional experience in marine and/or inland fisheries in Indonesia is required. Experience in stakeholder engagement, consultation processes, and preparing environmental and social safeguard instruments is essential. Experience working with government agencies, NGOs, local communities, and supporting international environmental projects is highly desirable.
Skills
Key skills include results focus, teamwork, communication, building effective relationships, and knowledge sharing. Proven ability to engage diverse stakeholders, conduct fieldwork, and facilitate workshops is crucial. Proficiency in computer skills and strong facilitation abilities are necessary. Experience in preparing Stakeholder Engagement Plans and Environmental and Social Management Plans (ESMPs) is required. Experience with GEF or FAO-funded projects is advantageous.
