National Data Systems Specialist
Organizational Context
The Food and Agriculture Organization of the United Nations (FAO) supports the transformation to efficient, inclusive, resilient, and sustainable agrifood systems globally. The Subregional Office for the Pacific Islands (SAP) implements programmes for sustainable agrifood systems and rural development. Through an EU-funded project, FAO is assisting Fiji in strengthening evidence-based decision-making for food systems transformation by seeking a National Data Systems Specialist.
Job Purpose
The National Data Systems Specialist will provide crucial technical expertise for the conceptual design of Fiji's National Food Systems and Climate Data Platform. This involves assessing current data systems, developing a conceptual framework for the platform, and formulating recommendations on data governance, interoperability, and indicator harmonization. The role also includes preparing an implementation roadmap and an investment brief to guide the platform's development and ensure its successful establishment for evidence-based decision-making.
Responsibilities
The specialist will prepare an inception report detailing the methodology and workplan. Key tasks include conducting a technical assessment of existing food systems, climate, agriculture, and nutrition data systems, and reviewing current datasets, reporting systems, and information flows. The role involves analyzing data gaps and opportunities for integration, and preparing the conceptual design package for the data platform, including functional requirements. Recommendations on data governance, institutional arrangements, and data-sharing protocols will be developed. A harmonized indicator framework aligned with national and SDG goals will be created, alongside a draft implementation roadmap. Technical inputs for stakeholder consultations and validation processes will be provided, along with a draft investment and costing brief. The final consultancy report will be prepared, and other related technical duties will be performed as required.
Work Experience
A minimum of three years of relevant experience in data systems, digital platforms, information management, monitoring and evaluation, statistics, or data analytics is necessary. Experience in these areas is crucial for the successful execution of the role's responsibilities.
Skills
Essential skills include demonstrated experience in conceptual design and architecting data platforms, including data modelling and technical specifications. Proficiency in establishing data governance frameworks, stewardship roles, and data-sharing agreements is required. Knowledge of data/metadata and interoperability standards (e.g., SDMX, APIs) is important. Experience designing indicator frameworks and aligning them with national and SDG goals is necessary. The ability to translate technical designs into phased roadmaps with planning for institutional responsibilities and sustainability is key. Strong analytical, technical writing, and report preparation skills are essential. Knowledge of agriculture, food systems, climate change, or nutrition programmes is desirable, as is experience with government institutions or development partners.
