Organizational Context
The Food and Agriculture Organization (FAO), in partnership with Indonesia's Ministry of Marine Affairs and Fisheries, is developing a GEF-funded project. This initiative aims to establish a comprehensive model for the sustainable use and inclusive governance of inland fishery resources. The project will focus on improving livelihoods for small-scale fishers, enhancing food security, and conserving biodiversity by restoring degraded freshwater ecosystems and fostering sustainable fishery enterprises.
Job Purpose
The National PPG and Inland Fisheries Specialist will play a crucial role in supporting the International Project Design Expert (PDE) in the development of the Project Preparation Grant (PPG) workplan. This involves providing essential technical inputs, conducting data analysis, and preparing documentation necessary for the successful formulation of the full Project Document. The specialist's contributions will be vital in ensuring the technical soundness and strategic alignment of the project's preparatory phase.
Responsibilities
The specialist will provide critical technical input throughout the PPG design, process, and implementation. This includes offering support to thematic PPG consultants, ensuring the quality and timeliness of their reports, and contributing technical insights during stakeholder consultations. Responsibilities also involve consolidating and reviewing technical reports and background documents through desktop analysis of inland fisheries resources, freshwater habitats, and native fish stocks. Furthermore, the specialist will analyze the baseline situation, including relevant policies, regulations, capacities, investments, and priorities at national and local levels, and support the PDE in developing landscape/site selection criteria and providing technical recommendations for project target areas.
Work Experience
A minimum of 5 years of practical experience in inland fisheries, marine biodiversity, and conservation within Indonesia is essential. This experience should align with the educational requirements.
Skills
Key skills include demonstrated technical expertise in inland fisheries management, freshwater biodiversity conservation, and ecosystem-based natural resource management. Proficiency in GEF Project Preparation Grant (PPG) processes and project formulation methodologies is necessary. The ability to formulate GEF and other donor-funded environmental projects, including results frameworks, budgets, and workplans, is crucial. Strong computer and facilitation skills, along with proven experience engaging diverse stakeholders and conducting fieldwork, are highly valued.
