A key initiative is the "MZ MCS Project," aimed at strengthening national Monitoring, Control, and Surveillance (MCS) capacity to combat Illegal, Unreported, and Unregulated (IUU) fishing. This project enhances interagency coordination and community engagement, contributing to food security, marine ecosystem conservation, and a resilient environment.
Job Purpose
The Data and Information Specialist will be instrumental in designing and developing customized dashboards and associated data source documentation. These visualizations will track project indicators and key information for donor reporting and inter-country progress monitoring. The interactive dashboards will consolidate project data, monitor indicators, and support evidence-based decision-making across countries and thematic areas. Additionally, the specialist will contribute to a Digital MTC Assessment and Reporting Tool, enabling regular assessments, automated report generation, and performance dashboards with low maintenance requirements, suitable for the SWIOFC and FAO institutional context.
Responsibilities
The Data and Information Specialist will support the design, development, and operationalization of a data dashboard using FAO-approved software, in consultation with the project team and M&E officer. This includes contributing technical expertise to data integration, cleaning, and modeling to ensure dashboard accuracy and functionality. The role involves publishing and maintaining the dashboard, creating user guides, delivering training, and troubleshooting. The specialist will review existing frameworks to inform the design of a digital assessment and reporting tool for MTC regular assessments, providing technical support for structured data collection, automated scoring, and progress tracking. Key deliverables include inception reports, system design documentation, prototype tools, pilot testing reports, final operational tools, and user training materials.
Work Experience
Requires 5 years of relevant experience in the design and development of digital monitoring, assessment, or reporting systems. This includes experience in dashboard development, data visualization, and user-centered design. An advanced university degree in Information Systems, Computer Science, Data Management, Fisheries Management, Monitoring and Evaluation, or a related field is also required.
Skills
Essential skills include Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing and Continuous Improvement. Experience in stakeholder consultation and facilitation processes is required. Knowledge of fisheries governance, natural resource management, or regional institutional frameworks is an advantage. Excellent analytical, communication, and report-writing skills are necessary.
