Organizational Context
The Project Support Division (PSS) coordinates FAO's efforts to achieve the FAO Strategic Framework and Sustainable Development Goals (SDGs) through its projects and field programme. PSS oversees project monitoring, project cycle management, the Technical Cooperation Programme (TCP), due diligence for partnerships, and new operational modalities. The Project Cycle Team within PSS develops and maintains FAO's corporate project management policies, tools, and procedures, and manages a roster of Project Management Specialists for global deployment.
Job Purpose
The Project Management Expert supports the Budget Holder by managing the day-to-day coordination and implementation of projects. This role ensures the effective utilization of resources, timely delivery of the work plan, adherence to budgets, and proactive management of risks and problem-solving to achieve project results. All activities must be conducted within delegated authority and in compliance with project/donor agreements and FAO's rules and procedures, ensuring successful project outcomes.
Responsibilities
Lead daily project implementation, providing guidance to project personnel. Oversee the preparation, monitoring, and updating of project plans, focusing on budget management and work plan execution using corporate tools. Maintain the Logical Framework Matrix (LFM) and ensure data collection for results monitoring. Manage personnel, goods, and services, and supervise implementing partners. Liaise with stakeholders and governance mechanisms, reporting and receiving guidance as needed. Identify, mitigate, and manage project risks, escalating issues when necessary. Ensure project communications and visibility align with plans. Prepare and submit reports, ensure deliverables are met, documentation is organized, and support evaluations and project closure preparations.
Work Experience
A minimum of ten years of relevant experience in Project and Programme Management is required. Experience in supporting the implementation of complex multi-stakeholder projects is desirable. Experience managing projects through external partners and utilizing specific modalities like FAO’s OPIM or UN’s HACT is an asset. Familiarity with UN administrative, operational, and financial procedures, along with an understanding of FAO policies, is highly valued.

Key competencies include Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing. Desirable experience includes working in multiple locations or areas. Essential skills involve extensive international experience in project implementation and operations management, and supporting complex multi-stakeholder projects. Experience with external partners and modalities like OPIM or HACT is advantageous. The ability to develop and manage project implementation plans and coordinate operations is crucial. Familiarity with UN procedures and FAO policies is a strong asset.
