Organizational Context
Mauritius aims to enhance food security and agricultural resilience against climate change by strengthening its seed sector. The Ministry of Agro Industry, Food Security, Blue Economy and Fisheries (MAIFSBEF) plays a key role, supported by evolving policies like the Seed Act (2013) and Industrial Property Act (2019). Despite these efforts, challenges remain, including limited technical expertise in seed health diagnostics, inadequate infrastructure, and a decline in local genetic diversity. This project, supported by the FAO, seeks to modernize the seed system through technological advancements, improved conservation, and strengthened institutional capacity.
Job Purpose
This role requires advanced expertise in seed health diagnostics, focusing on both conventional and molecular techniques. The primary objective is to bolster the capacity of the Seed Health and Biotechnology laboratory, develop and adapt Standard Operating Procedures (SOPs) for seed health testing, and enhance national technical skills through comprehensive training and mentoring. Key responsibilities include molecular characterization, disease diagnostics, effective laboratory management, and facilitating knowledge transfer to establish sustainable seed health systems within Mauritius, contributing to national food security objectives.
Responsibilities
The Seed Health and Molecular Diagnostics Specialist will provide crucial technical guidance to the Ministry of Agro Industry and stakeholders for upgrading and operationalizing the Seed Health and Biotechnology laboratory. Key tasks include assessing current laboratory capacity and technical needs for conventional and molecular seed health diagnostics, developing and adapting SOPs for seed sampling, molecular characterization (DNA extraction, PCR, electrophoresis), and seed health screening. The specialist will also train national staff on these SOPs, conduct a Train-the-Trainer program for approximately 20 technical staff, and mentor trainees during supervised practice. Developing a trainer cascade plan, ensuring SOP integration into laboratory operations, reviewing training materials, and providing remote mentoring are also essential. The role involves finalizing training reports, reviewing project outputs for compliance, and submitting an end-of-assignment report detailing contributions and recommendations for sustainability.
Work Experience
A minimum of 5 years of relevant professional experience in Seed Health and Biotechnology, molecular diagnostics, and seed health testing is required. This experience should align with the educational requirements, with additional years needed if holding a bachelor's degree.
Skills
Essential skills include results focus, teamwork, and effective communication. The candidate should possess strong abilities in building relationships and knowledge sharing. Experience in project planning, implementation, monitoring, and reporting is crucial, along with familiarity with results-based management systems. Proficiency in organizing workshops and training sessions, preparing technical reports, and advanced Microsoft Office application skills are also necessary.
