Organizational Context

The Food and Agriculture Organization (FAO) is implementing project TCP/TUV/4101 in Tuvalu, focusing on enhancing agricultural resilience through pest and disease management in coconut and climate-smart livestock development. The project's coconut component aims to produce a diagnostic and geospatial assessment report on pest and disease spread and a National Coconut Pest and Disease Management Strategy. This initiative is a collaboration with the Secretariat of the Pacific Community (SPC) and the Tuvalu Ministry of Natural Resources Development.

Job Purpose

This role is crucial for developing a National Coconut Pest and Disease Management Strategy for Tuvalu. The expert will conduct diagnostic and geospatial assessments of coconut pests and diseases across Tuvalu's islands. Key responsibilities include designing field surveys, coordinating laboratory sample analysis, building the capacity of stakeholders, and managing relationships with government ministries and service providers. The ultimate goal is to establish sustainable long-term strategies and systems for managing coconut pests and diseases effectively within the country.

Responsibilities

The expert will initiate the assignment by conducting an inception meeting with Tuvaluan authorities and partners to define the scope, workplan, and methodologies. This includes reviewing existing documentation and identifying knowledge gaps. A key task is overseeing the development of a practical pest and disease survey protocol, incorporating field observation, sample collection, and geospatial data capture. The role involves coordinating with SPC for training agriculture and extension officers in diagnostics and geospatial recording, and leading field assessments to document pest and disease incidence and distribution. The expert will also coordinate laboratory sample analysis, contribute to the diagnostic and geospatial assessment report, and facilitate consultations to agree on management actions. A significant responsibility is leading the development of the National Coconut Pest and Disease Management Strategy, including surveillance, integrated management, biosecurity, and capacity-building needs. Finally, the expert will prepare technical guidance and awareness materials, present draft reports and strategies for review, and manage project closure activities.

Work Experience

A minimum of five years of relevant professional experience is necessary in areas such as coconut agronomy, pest and disease diagnosis and management, plant health surveillance, or integrated pest management. Experience in related agricultural development work is also valued.

Skills

The ideal candidate possesses strong technical knowledge of coconut production systems, pest and disease identification, field diagnostics, and integrated pest management. Demonstrated experience in designing and implementing pest and disease surveys, including geospatial data capture and sample management, is crucial. The ability to coordinate laboratory diagnostics, interpret results, and prepare clear technical reports, strategies, and training materials is essential. Strong facilitation, stakeholder consultation, and capacity-building skills are required. Familiarity with Pacific Island agricultural systems and biosecurity challenges is advantageous.
