National Specialist on Climate-related Sectoral Studies and Policy Review

Organizational Context

The Food and Agriculture Organization (FAO) of the United Nations leads global efforts to defeat hunger and poverty. FAO Gambia, in collaboration with The Gambia Government's Ministry of Fisheries, Water Resources and National Assembly Matters, is implementing the GCF-funded "Climate Resilient Fishery Initiative for Livelihood Improvement in The Gambia" (PROREFISH Gambia). This project aims to enhance the resilience of fisherfolk to climate change and improve their livelihoods through ecosystem restoration, climate-resilient infrastructure, improved processing, and sustainable aquaculture.

Job Purpose

This role is crucial for supporting the PROREFISH Gambia project by undertaking climate-related sectoral studies and providing technical expertise for the review and strengthening of national policies, strategies, and standards. The objective is to enhance climate resilience, adaptive capacity, and sustainable livelihoods within The Gambia's fisheries and associated natural resource sectors. The specialist will work closely with an International Consultant to ensure that policy frameworks effectively address climate risks and support the long-term sustainability of these vital sectors.

Responsibilities

The National Specialist will support the International Consultant in conducting comprehensive climate-related sectoral studies across fisheries, water resources, forestry, environment, and climate change sectors in The Gambia. This involves collecting, compiling, and analyzing national data, reports, legislation, policies, and institutional documents. The role includes conducting desk reviews of existing sectoral policies and regulations, and liaising with key government institutions like MoFWRNAM and MoECCNR to facilitate information exchange and consultations. The specialist will coordinate meetings, prepare minutes, map institutional mandates, and support the organization of stakeholder consultations, focus group discussions, and validation workshops for draft policy revisions and recommendations. Additional tasks as assigned by FAO or the International Consultant are also expected.

Work Experience

A minimum of 5 years of professional experience is necessary in areas including climate change adaptation, environmental management, fisheries development, coastal resource management, policy development, or institutional strengthening. Experience working with international organizations or government institutions on similar assignments is highly desirable.

Skills

Essential skills include proven experience in developing or revising national policies, strategies, and legal frameworks. Strong knowledge of climate risk assessment, vulnerability analysis, adaptation planning, and resilience-building is crucial. Familiarity with fisheries, aquaculture, coastal ecosystems, mangrove restoration, and natural resource management is important. Proficiency in English (written and spoken) is required, with knowledge of a local language being an advantage. The ability to coordinate effectively with multiple institutions and work in multidisciplinary teams, along with proficiency in standard computer applications, is also necessary.
