This Local Land Administration Specialist position is part of the "Formulation and design of Land Consolidation in Georgia" project (UTF Project), focusing on pilot areas within Georgia. The project supports the introduction of land consolidation instruments integrated with irrigation rehabilitation, aiming to enhance agricultural production, land and water use efficiency, land markets, credit access, and land rights, particularly for women.
Job Purpose
The incumbent will provide essential technical support for the successful implementation of the UTF Project, specifically focusing on all land consolidation-related activities within the designated pilot areas. This role is crucial for the day-to-day execution of the project, ensuring effective communication and engagement with local stakeholders, including public authorities, landowners, and farmers. The position contributes to building consensus, preventing conflicts, and promoting compromise to facilitate the land consolidation process. The ultimate goal is to support the introduction of a functional land consolidation instrument in Georgia, contributing to more efficient farm structures and local agricultural development.
Responsibilities
Provide technical support for the land consolidation pilot project under the GRAIL project in selected rural areas, reporting to FAO and the Head of the LMA Land Consolidation Unit. Act as the primary on-ground contact for daily project implementation, liaising with local authorities, landowners, and farmers. Ensure community engagement and participation in land consolidation activities, fostering consensus and resolving conflicts. Lead the identification and inventory of landowners and farmers in the pilot area, conducting interviews and collecting data. Contribute to the Land Consolidation Feasibility Study Report and support the land valuation and re-allotment planning processes. Assist with local stakeholder consultations, the adoption of the Land Consolidation Plan, and its subsequent registration and implementation. Identify and mitigate project risks, such as landowner resistance or political interference. Contribute to the development of the National Land Consolidation Programme based on pilot experiences.
Work Experience
A minimum of 5 years of professional experience in land administration and land management is required. Experience or knowledge related to land consolidation processes is considered an asset. Experience working with rural communities and farmers is highly desirable.
Skills
Proficiency in computer literacy, including spreadsheets, databases, data management, and Microsoft Office programs. Excellent communication, coordination, and negotiation skills. Proven ability to mobilize and work effectively with rural communities and farmers. Strong understanding of land governance, tenure systems, and legal frameworks for land administration. Familiarity with basic farmer production conditions is beneficial. Experience in multi-disciplinary teams and large-scale development projects is an asset. Excellent leadership and relationship-building skills are essential for fostering collaboration and achieving project objectives.
