The Food and Agriculture Organization (FAO) in Viet Nam operates under the Country Programming Framework (CPF) for 2022-2026, focusing on Climate Change Response, Disaster Resilience, and Environmental Sustainability. The FAO Country Office, with support from the RAP GEF team, has secured significant Global Environment Facility (GEF) funding for projects addressing water resources management, fisheries, aquaculture, environment, and biodiversity. Currently, FAO Vietnam is collaborating with the Agriculture Projects Management Board (APMB) to formulate a GEF-8 project aimed at sustainable fisheries development, promoting eco-friendly technologies and climate adaptation.
Job Purpose
The Stakeholder Engagement and Liaison Specialist will play a crucial role in supporting the formulation of the Project Document for the GEF-8 project. Reporting to the Assistant FAO Representative (Programme) in Viet Nam and technically supervised by Lead Technical Officers from RAP, the specialist will collaborate with FAO GEF specialists and the Project Preparation Grant (PPG) team. The primary responsibility is to gather and synthesize information essential for defining the project's technical content, structure, and implementation strategy, ensuring alignment with project objectives and stakeholder needs.
Responsibilities
The Specialist will be responsible for mapping stakeholders and their relevance to project deliverables and implementation roles. This includes contributing to the Stakeholder Engagement Plan by researching and identifying relevant stakeholders, mapping their engagement modalities, and supporting the development of engagement timelines and activities. The role involves mapping current institutional arrangements and community structures within target landscapes. Additionally, the Specialist will assist FAO and partners in establishing optimal implementation arrangements, addressing feedback from departments and ministries, and harmonizing diverse stakeholder requirements. Key tasks include reviewing draft GEF project documents, developing the Vietnamese version of the Project Document and its annexes in compliance with government regulations, participating in field visits and workshops during the PPG process, and undertaking other agreed-upon tasks.
Work Experience
A minimum of 5 years of professional experience is required, specifically within the aquaculture and fisheries sector, ODA project management, or a related field in Viet Nam. This experience should align with the project's focus areas.
Skills
Essential skills include demonstrated experience in organizing and facilitating multi-stakeholder consultations and workshops, and a strong understanding of Viet Nam's project approval processes under relevant Decrees. The candidate should possess good knowledge of institutional frameworks and the Vietnamese aquaculture and fisheries sector. Experience with GEF projects and working in multidisciplinary, multicultural teams, particularly within multilateral organizations, is preferred. Proven ability to deliver quality outputs under tight deadlines is also crucial.
