Climate-related Sectoral Studies and Policy Review Consultant

Organizational Context

The Food and Agriculture Organization (FAO) of the United Nations is dedicated to leading global efforts to combat hunger and poverty. FAO Gambia, in collaboration with The Gambia Government, is implementing the "Climate Resilient Fishery Initiative for Livelihood Improvement in the Gambia" (PROREFISH Gambia) project, funded by the Green Climate Fund. This initiative aims to enhance the resilience of Gambian fisherfolk to climate change and improve their livelihoods through ecosystem restoration, climate-resilient infrastructure, improved processing, and sustainable aquaculture.

Job Purpose

The primary objective of this consultancy is to conduct climate-related sectoral studies and provide essential technical support for the review and enhancement of national policies, strategies, and standards. This work is crucial for strengthening climate resilience, adaptive capacity, and promoting sustainable livelihoods within The Gambia's fisheries and associated natural resource sectors. The consultant's efforts will directly contribute to aligning national frameworks with climate change adaptation goals and ensuring the long-term viability of these vital sectors.

Responsibilities

The consultant will review project documents, GCF proposals, and relevant national policies across fisheries, water resources, forestry, environment, and wildlife management to identify policy and institutional gaps. Responsibilities include mapping institutional mandates, assessing capacities for climate risk assessment and policy implementation, and supporting the revision of policies and strategies to integrate climate resilience and ecosystem-based approaches. The consultant will ensure cross-cutting issues like gender and social inclusion are addressed, identify opportunities for climate-smart practices, and organize validation workshops for proposed revisions and recommendations.

Work Experience

A minimum of seven years of relevant professional experience is required in areas such as climate change adaptation, environmental management, fisheries or coastal resource management, and/or policy development. Experience working with international organizations on similar assignments is highly desirable, as is experience in West Africa or developing countries.

Skills

Key skills include strong expertise in climate risk assessment, vulnerability analysis, and adaptation planning, particularly in fisheries and coastal ecosystems. The consultant must possess in-depth knowledge of policy development, including mainstreaming climate resilience, and understanding of cross-cutting issues like gender equality and environmental safeguards. Excellent report writing, communication, facilitation, and stakeholder engagement skills in English are essential. Familiarity with The Gambia's policy landscape is desirable.
