Organizational Context
The FAO Governance Unit (DDCGD) in Rome, Italy, leads technical analysis in governance and policy support, coordinating networks and managing the FAO Governance and Policy Gateway. It actively participates in UN country-level repositioning for SDG achievement, contributing to Common Country Assessments and UNSDCFs. The unit implements FAO's Analytical Support Mechanism for Agrifood System Country Programming and Evidence (SCOPE), enhancing analytical and technical expertise at the country level to ensure FAO's prominent role in the UN system. SCOPE aims to institutionalize evidence-based approaches within FAO's programming and policy dialogue.
Job Purpose
The Coordinator (Governance And Policy Support) will lead cross-organizational efforts to enhance the quality and impact of economic and social policy, and support governance analysis within FAO's mandate. This role involves developing and evaluating corporate technical and applied analysis of governance issues. Key responsibilities include managing projects and teams in alignment with the FAO Strategic Framework, monitoring and analyzing program development, identifying and resolving issues, and facilitating change through workshops and action plans. The position requires researching and presenting information, coordinating policy development, and preparing analytical studies and reports. It also involves providing substantive support for meetings, coordinating outreach activities, conducting training, and leading complex field missions.
Responsibilities
The Coordinator will implement the strategic vision of SCOPE, providing technical guidance on analyses, methodologies, and tools to specialists. This includes conceptualizing SCOPE outputs, ensuring coherence and quality control across all produced content, such as situation analyses and country studies. The role involves documenting innovative approaches in research papers, formalizing coordination structures between headquarters and decentralized offices, and ensuring cost-effective resource utilization. Additionally, the Coordinator will organize events for internal alignment and learning, represent SCOPE to strategic partners, promote international cooperation and policy dialogue, and provide technical expertise at global events. Ensuring a 'One FAO' approach through collaboration across units, regions, and external partners is crucial.
Work Experience
Seven years of relevant professional experience are required, encompassing project or programme management, administration, development cooperation, partnership building, and/or policy development. Experience within a large, multidisciplinary national or international organization is necessary. Working knowledge of English (Level C) and intermediate knowledge of another official FAO language (Level B) are also required.
Skills
Experience in programme coordination and supporting corporate/divisional executive management within an intergovernmental organization is highly desirable. Knowledge of results-based management methods and their application is important. Demonstrated ability in planning, organizing, and conducting governance and policy analysis and programme development is essential. Experience in trade/finance/investment issues, including international trade and market regulation, would be an asset. Experience in multiple work locations, especially field positions, is also beneficial.
