Organizational Context

The Food and Agriculture Organization of the United Nations (FAO) has established a Project Office in Ukraine to enhance technical and humanitarian assistance, particularly for vulnerable rural communities. Since joining FAO in 2003, Ukraine has benefited from the Organization's focus on emergency humanitarian response in conflict zones and agricultural development nationwide. Following the 2022 conflict escalation, FAO intensified its support for agricultural production and food systems to safeguard food security for households and communities across Ukraine. This position is based full-time in Kyiv.

Job Purpose

This role provides critical field-level information and geospatial data management support for FAO projects in conflict-affected Ukrainian regions. Key responsibilities include documenting demining progress, analyzing agricultural land conditions, and optimizing targeted assistance for smallholder farmers. The position ensures the accuracy, security, and seamless integration of spatial analysis, GIS products, and beneficiary datasets with national systems. By driving evidence-based decision-making and harmonized reporting according to international data protection standards, donor requirements, and FAO guidelines, this role aims to accelerate productive agricultural recovery in Ukraine.

Responsibilities

The Programme Data and Geospatial Analyst will integrate Earth Observation data for programme planning, damage assessment, and targeted assistance optimization. Responsibilities include designing and implementing GIS workflows for farmer support programs via the State Agrarian Register to improve assistance delivery efficiency and transparency. The role ensures compliance with data security and beneficiary confidentiality standards, liaising with the FAOUA Data Protection Focal Point. The analyst will serve as a liaison with the ARM Unit, contributing to MEAL tracker maintenance and indicator tracking. Developing cartographic materials and interactive GIS products to visualize demining progress, agricultural land conditions, and intervention coverage is essential. Managing landbank data for programme design and presenting results to stakeholders, coordinating technical collaboration with partner IT/GIS specialists, and providing expert support for the Soil Pollution Working Group's GIS portal are also key duties. The role involves providing GIS support for assessments, monitoring, and donor requests, offering technical guidance to a GIS Intern, and supporting specific pilot projects like the JICA/GRIT Agricultural Recovery Pilot. Additionally, the analyst will contribute to the digitalization of mine action processes and perform other assigned duties.

Work Experience

A minimum of 5 years of relevant experience in GIS, geospatial data management, or information management is required, with a strong focus on integrating Earth Observation data and developing interactive spatial products. Experience in emergency, humanitarian, or recovery contexts, particularly in mine action or agricultural recovery programs, is highly desirable.

Skills

Essential skills include proven ability to design and maintain interactive GIS dashboards, analytical infographics, and high-quality cartographic materials. Expertise in data governance, security protocols, and privacy standards, including humanitarian data protection principles for sensitive datasets, is crucial. Excellent coordination and technical liaison skills for harmonizing information exchange across partner organizations and managing MEAL tracking systems are required. Demonstrated mentorship skills for guiding junior staff or interns, along with experience in emergency or humanitarian contexts, are also important.
