Organizational Context
FAO's commitment to environmental sustainability is integral to its strategic objectives and operations. The FAO Subregional Office for Central Africa (SFC), based in Libreville, Gabon, is responsible for developing, promoting, overseeing, and implementing strategies for subregional food, agriculture, and rural development priorities. It also develops and maintains relations with subregion-wide institutions, including Regional Economic Integration Organizations (REIOs), and operates as a subsidiary of FAO's Regional Office for Africa (RAF).
Job Purpose
The Field Programme Support and Monitoring Officer will contribute to the effective and efficient management and coordination of operational support for the programme and project activities of the Regional/Subregional Office. This role involves monitoring project progress at country and regional/subregional levels, preparing reports, and identifying projects facing challenges. The officer will also contribute to programme development, project formulation, resource mobilization, and oversee project appraisal and approval processes, ensuring alignment with FAO's strategic framework and operational guidelines.
Responsibilities
Monitor the progress of pipeline and ongoing projects at country and regional/subregional levels, preparing relevant reports and briefs. Identify projects/programmes facing issues, alert responsible officers, and follow up with budget holders. Contribute to programme development and project formulation, aligning with Country Programming Frameworks and FAO's Strategic Framework. Cooperate with units to mobilize resources for technical assistance projects. Oversee project appraisal and approval processes, ensuring adherence to Project Cycle guidelines. Support budget holders by ensuring timely provision of scheduled inputs and monitoring execution against work plans. Monitor timely preparation of delivery estimates, pipeline reviews, and project reports. Participate in analyzing technical and operational backstopping needs. Maintain and update field programme information in FPMIS, training staff and serving as a focal point. Coordinate the collection and storage of country-related information and documents. Provide guidance to budget holders on project operational procedures. Monitor project completion and ensure timely submission of terminal reports and project closure.
Work Experience
Requires five years of relevant experience in agricultural development and/or project planning, formulation, or implementation within FAO's areas of activity in the country. Experience in more than one location or area of work, particularly in field positions, is beneficial.
Skills
Demonstrated understanding of programme/project development, formulation, analysis, and management. Familiarity with the purpose and functions of technical programmes, operational guidelines, and project/programme management procedures, preferably those of the UN or FAO. Ability to work effectively in a team, build relationships, share knowledge, and continuously improve. Strong communication and results-focused approach.
